Governance for Inclusive Development (GovID) in Ghana
The project Governance for Inclusive Development (GovID) in Ghana aimed to contribute to the development of Governance by improving transparency, internal accountability, participation and provision of public services so that national and sub-national Governance actors are able to finance inclusive development in Ghana.
The consultancy provided advisory services delivered by a national long-term expert, who managed a pool of international, regional and national short-term experts in the form of technical consultancy services. The key intervention areas were to:
  • strengthen revenue management at the national level;
  • strengthen municipal capacities for collecting internally generated funds (IGF) at the sub-national level;
  • strengthen capacities for inclusive budget management at national and local levels;
  • strengthen accountability mechanisms for budget execution;
  • enable subnational public actors to identify and further develop local economic development potentials in cooperation with medium-sized enterprises in the agricultural and food industries.

Joint End-Term-Review of i) UGA180371T - (EHA) Roll out the National Results Based Financing Policy in the Acholi Sub-Region and ii) UGA20003 - (LSF) Leveraging strategic health financing for Universal Health Coverage
The Joint End-Term-Review of i) EHA - Roll out the National Results Based Financing Policy in the Acholi Sub-Region and ii) LSF - Leveraging strategic health financing for Universal Health Coverage was commissioned by Enabel.
EHA and LSF aimed to contribute to Universal health coverage with focus on primary health care services in Tanzania. EHA runs from 2019 up to 2024, and covers the West Acholi region with a budget of EUR 9,7 million. LSF runs from 2021 up to 2024, and covers the West Acholi, Rwenzori and West Acholi regions with a budget of EUR 4 million.
The end-term review served the purposes of accountability, learning, and steering. It addressed the standard evaluation criteria, as well as cross-cutting issues. Qualitative primary data were mainly collected during a two-week field mission. The review also drew on documents and existing quantitative data.

Thematic evaluation of FPI.2 managed responses to Counter Terrorism and Preventing/Countering Violent Extremism (CT-P/CVE) in beneficiary countries (2017-2022)
The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders with:
  • An overall independent assessment of the performance of selected CT-P/CVE measures funded by FPI.2 during the years 2017-2022, paying particular attention to its different levels of results measured against its expected objectives; and the reasons underpinning such results
  • As a particular approach to regional actions, a specific case study shall be carried out to assess the regional framework for support to CT-P/CVE measures in the Asian context, managed by the Regional Team in Bangkok. It is expected that the present evaluation assesses the relevance, added value and success of developing a model for CT and P/CVE actions, respectively, which have been replicated in different countries/contexts in Asia/Pacific (in Pakistan, Sri Lanka and Maldives for CT; and in Southeast Asia, Sri Lanka and Maldives for P/CVE). If deemed relevant, links can also be made to regional approaches in other RTs;
  • Key lessons learned, conclusions and related recommendations in order to improve current and future interventions.

Production of the Sahel Alliance 5 years results report

Evaluation of the strategies and programmes of the African Development Bank (AfDB) in Djibouti and Mauritania between 2011 and 2020
The purpose of this evaluation was to assess the strategies and programmes of the African Development Bank (AfDB) in Djibouti and Mauritania. Its specific objectives were to take stock of the results achieved by the AfDB in Djibouti and Mauritania, to put them into perspective in relation to the resources deployed, and finally to identify lessons learned that could help the AfDB improve the effectiveness of its cooperation in these two countries. In line with the BDEV guidelines, the evaluation determined the relevance of the strategies and programmes adopted by the AfDB and set out in the CSPs, as well as their effectiveness, sustainability, efficiency and contribution to achieving the development objectives of each of the two countries concerned for the period 2011-2020.
