The main purpose of the evaluation is to assess the performance (activities, outputs, outcomes) of the projects (I) Promoting an Enabling Environment for Freedom of Expression: Global Action with special focus on the Arab Region, funded by the Government of Sweden (Sida), and (II) Promoting Freedom of Expression in Egypt, Libya, Morocco, Syria, Tunisia and Yemen, funded by the Government of Finland– Ministry for Foreign Affairs of Finland).

The global objective was to assist the EU Delegation in the preparation of detailed design of a programme 2017-2020 dedicated to supporting implementation of international human rights conventions.

The global objective of this assignment was to utilize the EU funds effectively and to improve the absorption capacity of Turkey by strengthening the capacity building in governmental institutions in environment and climate change sector.

Under the contract, the Terms of Reference (ToR) document (including detailed budget estimation) was prepared for this project.

The global objective of the assignment was to ensure an appropriate integration of environmental and climate change concerns in the implementation of the 11th EDF's objective of promotion of inclusive growth agriculture through value chains support.

The aim of this mission was to support the Government of Georgia in implementing the livelihood Strategy by revising its Implementation Action Plan (Livelihood Action Plan) with a view to accelerate the socio-economic integration of Internally Displaced People (IDP) and improve their livelihoods through inclusive community, municipal, regional and national development activities.

In the context of the EU Strategy for the Danube Region (EUSDR), the Republic of Serbia designed a three-year project “Socio-economic Development of the Danube Serbia Region” (SEDDSR) under the IPA Programme for Serbia. The project was launched in July 2012 with the budget of €19.5 million combined of funds from the IPA 2011 programme and the Republic of Austria’s assistance programme.
The mid-term evaluation determined the relevance, intermediate effects, efficiency, and processes of the project following the OECD/DAC evaluation criteria. The final evaluation was based on effectiveness, including the level of achieving the project purpose, and on sustainability.

The focus was on the monitoring of progress, the quality and the results of interventions in the context of an evolving cooperation policy with an increasing emphasis on result-oriented approaches. Evaluations provided an understanding of the cause and effects links between activities and results and in this case in particular the effectiveness and efficiency of the EU intervention in the basic education system in Jordan under the EU Support to the Second Phase of the Education Reform programme and in particular in relation to the support to the Syrian refuges in the field of education by both the Ministry of Education and the UN agencies and their partners.

Phase II of the SmartFish Programme follows from the implementation of Phase 1. Therefore,
the project objectives are carried over from Phase 1. The overall development objective is
"to contribute to an increased level of social, economic and environmental development and
deeper regional integration in the ESA-IO region through the sustainable exploitation of
fisheries resources".

The specific objectives of this contract were the following:

• enhance the staff capacity of the EDF Unit;
• improve the organisation and the functioning of the EDF Unit;
• support the EDF Unit in the implementation of its programming, monitoring and evaluation activities.
