The objective of the evaluation was to provide an overall independent assessment of the performance of the African Peace Facility (APF) for the period 2014-2016 and, on this basis, draw key lessons and recommendations in order to improve current and future support through that instrument.
The evaluation served policy decision-making and project management purposes. The main users of this evaluation were DG DEVCO, the EEAS, EU delegations in the APF beneficiary regions; the AU and the REC/RMs. The evaluation also generated results of interest to governmental and civil society partners and the EU member states.

The overall objective of the action is to pave the way for a possible EU-India Climate Change Dialogue
and Partnership.

The large-scale Business Transformation Programme launched by DEVCO (currently called the OpSys programme) encompasses 6 projects to upgrade operational processes and tools which will allow EC staff to efficiently manage their portfolio of projects/programmes throughout the cycle of operations.
The global objective of the assignement is to assist the EC, DG DEVCO, Unit Operational Information System by developing and delivering Change Management deliverables at both programme and project/work-stream level for DEVCO, NEAR and FPI.

The main objectives of this final evaluation were to provide the relevant services of the European Union and interested stakeholders with:

• an overall independent assessment of the past performance of the China-EU Access to Justice project, paying particularly attention to its results against its objectives;
• key lessons and recommendations in order to improve current and future actions in this and related sectors.

In particular this evaluation served to assess the results of the action as well as the reasons for success or failure for achieving the expected results.

The global objective of the assignment was to provide technical assistance and capacity building support to Nyein (Shalom) Foundation for its peace process and peacebuilding projects and its support to EAOs.

General objective
The mission of the expert is to assist the TAAF Administation in the preparation of the draft Programming Document as well as draft Financing Agreement for the "OCT-Indian Ocean" regional program under the 11th EDF-OCT, in accordance with the provisions of the Overseas Association Decisoin. The Regional Authorizing Officer is the main point of contact for the expert.

The evaluation team focused on the "learning" and "accountability" dimensions with a focus on the former. The first required particular attention in order to draw useful lessons for other interventions or for new policies, strategies and programmes. Further, the review used the "Performance" evaluation grid to carry out the analyses relating to the traditional evaluation criteria which are "effectiveness", "impact" and "sustainability".
The evaluation questions identified by the TOR guided the data collection in four communes. Thus, at least one commune was chosen in each of the four intervention departments, all representing the different levels of performance defined on the basis of the criteria established by the programme: Communes of Douméga (with the best score of 91%), Fabidji (86%), Kiéché (74%) and Sokorbé (64%).

The overall objective of the project was to develop realistic options for the introduction of a diploma qualification in the primary education sub-sector and to demonstrate their systemic, financial and institutional implications.
Particip reviewed the various options for a diploma as outlined below:

• Diploma qualification for teachers;
• Diploma qualification for other primary education sub-sector personnel;
• Diploma qualifications in areas of specialisation.

The mission was part of the preparation of the PAASIT, whose general objective was to contribute to reduce and dissipate the general climate of impunity and insecurity by advocating security as a public good of quality that meets the needs of all citizens.

The global objective of the assignment was to identify and formulate priority areas for a new focal sector on Good Governance and Reconciliation by considering a medium and long-term time-frame of Reform processes.
