Implementation of a study on the role and place of the Algerian Civil Society in the sustainable management of the Environment and on its integration into Public Policies

The overall objective of the mission was to contribute to the promotion of CS organisations as agents of change and to contribute to strengthening environmental sustainability.
The specific objectives of the mission were as follows:
  • Carry out an inventory of civil society, the development of CSOs involved in the field of the environment and their distribution according to their mandate and structuring;
  • Strengthen and enhance the role of CSOs in environmental protection and management;
  • Clarify and bring closer the visions around CSO-PP partnership concepts;
  • Identify the practices (good and bad) which represent levers or barriers to CSO action;
  • Identify concrete actions allowing a quality contribution of CSOs to the implementation of the National Strategy for the Environment and Sustainable Development (Stratégie nationale de l'environnement et du développement durable; SNEDD), the National Action Plan for the Environment and Sustainable Development (Plan national d'action pour l'environnement et le développement durable; PNEAEDD) and the SDGs, based on the added value of CSOs, the development of the Algerian context and new local and international environmental challenges. The actions took into account the legal framework, capacity building processes, access to information, the socio-economic context as well as the partnership and the leadership (co-leadership);
  • Study the experiences of partnerships particularly between CSOs and PP and formulate recommendations and lessons in order to develop and improve the quality of these partnerships. The study included international examples on sustainable environmental integration in relation to the water, health and transport sectors supported by CSOs and examples of service delegation to associations in this field, explaining the mechanisms and tools applied in order to ensure this.
