'Inclusive Local and Economic Development' (ILED) was an EUTF-funded programme that aimed to contribute to stability in Somalia by extending state authority and services, promoting local reconciliation and peacebuilding, creating inclusive economic opportunities, and protecting the most vulnerable. It relied on an integrated territorial approach that clusters individual interventions within four strategic corridors.
The evaluation was commissioned by the EU Delegation to Somalia. It provides an overall independent assessment of the performance of the programme and identifies lessons learned, conclusions, and recommendations. The evaluation adopted a theory-based approach using mixed methods and covered the entire implementation period from 2018 to 2025, all key result areas, and all four corridors.

The Changing Lives Transformation Fund (CLTF) of the World Food Programme (WFP) provided selected WFP Country Offices (COs) with funding to better support governments to design and implement policies and programmes that improve the lives of the most vulnerable people. The CLTF has three thematic windows: (1) Transition, (2) Systems strengthening, (3) Climate adaptation.
At the level of the global portfolio, the contracted team of researchers designed an impact measurement framework and assessed the feasibility of independent impact evaluations in all COs selected by the CLTF. The team provided specific technical assistance for impact measurement to five COs (Chad, Kenya, Bangladesh, Iraq and Peru), in the form of research design workshops, country-specific concept notes for impact measurement, and (except Iraq) in-country support for baseline data collection and analysis.

The Wehubit 2.0 programme is Enabel's flagship D4D/innovation programme working on Digital Social Innovations (DSIs). This independent evaluation assesses the performance of Wehubit 2.0 against its objectives, with a focus on relevance, coherence, efficiency, effectiveness, sustainability and impact. It follows Enabel’s evaluation standards and includes a field visit in Dakar (Senegal).

Increase Knowledge and Public Awareness of Integrated and Sustainable Landscape Management (ISLM) and Coastal Zone Management (CZM) to reduce the vulnerability of the Jamaican ecosystems from the hills to the ocean and strengthen the resilience of communities within the targeted watersheds against the adverse effects of climate change.

The Government of Ukraine, with support from the World Bank-administered Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund (URTF), is implementing the HOPE Project to support the repair and recovery of housing damaged by Russia’s military aggression. The project includes: (1) financial compensation for emergency repairs of partially damaged residential units (USD 590 million), (2) design and capital repair of partially damaged multi-family buildings and related municipal capacity building (USD 200 million), and (3) project management and institutional strengthening. Particip will provide independent verification, monitoring, and reporting for Component 1, assessing compliance with Ukrainian legislation and World Bank requirements, verifying expenditures and results, identifying risks and gaps, collecting stakeholder feedback, and recommending improvements to project implementation.

This evaluation covers two EU-funded global interventions supporting the UNECE Water Convention: Phase 1: Promoting accession to the Water Convention (2019–2021) and Phase 2: Increasing awareness and accession to the Water Convention (2022–2024), with budgets of EUR 2.35 million and EUR 3.0 million respectively.
The ex-post evaluation will provide an independent assessment of performance and results and identify lessons and recommendations to improve current and future EU support. It includes assessing relevance and coherence of EU-supported activities (especially those facilitating accession and supporting implementation by new Parties), examining efficiency and effectiveness of the Convention secretariat, and drawing forward-looking recommendations, with a requirement to develop a Theory of Change as part of the assessment.

The EU Cohesion Policy is a key investment strategy aimed at reducing regional disparities and fostering smart, sustainable, and inclusive growth across the EU. It operates through national, regional, and Interreg cooperation programmes to support infrastructure, the green transition, connectivity, and social inclusion in the EU Member States, while preparing candidate countries for EU membership by building administrative capacity through Interreg and tailored training programmes.

The objective of the framework contract was to provide expertise, through individual assignments, that could be mobilised at short notice. The contractor provided the human and material resources necessary to deliver the following services (non-exhaustive list):

identified and deployed external Conflict Prevention, Mediation and Dialogue experts, both in Brussels and in the field, to support the EU;

engaged in knowledge management, including conflict analyses, lessons learned studies and workshops, as well as the development and publication of best practices and guidelines;

delivered training and internal capacity-building related to mediation- and dialogue-related tasks and situation awareness for EEAS staff at headquarters, EU staff deployed in missions, and Heads of Delegation and their staff.

The overall objective (Impact) to which this action contributes is to ensure the efficient and effective use of PA assistance in Türkiye by enhancing the quality and performance of EU-funded interventions through strengthening design, monitoring and evaluation systems, with a particular focus on supporting the post-earthquake recovery and reconstruction efforts.
The specific objectives (Outcomes) of this contract are as follows:

• To conduct a single monitoring mission in line with the ROM methodology to ensure achievement of objectives of the PPF project at action level.
• To assess the performance of the PPF Project in terms of the ROM criteria.
