Final evaluation of the RE-INTEG Programme
RE-INTEG is an EU Trust Fund for Africa (EUTF) programme in Somalia that supports a development-oriented response to displacement and mixed migration, with the aim of enabling sustainable and durable reintegration of refugees, returnees and internally displaced persons (IDPs), and anchoring populations within Somalia. It covers Somalia, including Somaliland and all Federal Member States, and spans September 2016 to December 2025, with an overall budget of EUR 55 million.
The final evaluation will provide an independent assessment of RE-INTEG’s performance and results, identify lessons learned and recommendations, and inform future EU support for durable solutions to displacement. It will assess the programme against the DAC criteria (relevance, coherence, efficiency, effectiveness, sustainability, and early signs of impact) plus EU added value, and consider cross-cutting aspects such as gender and climate/environment mainstreaming.

'External Monitoring & Evaluation mechanism for the EU Regional Trust Fund in Response to the Syrian Crisis' – II phase
The monitoring and evaluation technical services to be mobilized under the present multi-sector action aim to continue assessing the extent to which the strategic objectives of the EUTF are being achieved. The contract builds on the existing Monitoring and Evaluation (hereafter M&E) system put in place by the Fund in December 2016 and serves to complement the regular M&E activities carried out by the EUTF operational team at headquarters as well as the internal monitoring conducted by EUTF local officers, at country level.
In particular, the contract serves:
I. To provide evidence-based knowledge on progresses achieved by EU Trust Fund in Response to the Syrian Crisis (EUTF Syria) financed projects, and to inform on their management, through regular and ad-hoc Results Oriented Monitoring (ROM);
II. To measure the effectiveness of EUTF actions, through centralized data collection and analysis, based on disaggregated quarterly Results Reporting;
III. To evaluate the sustainability, efficiency and effectiveness of EUTF-funded programmes at thematic and geographic level and to assess potential prospects of impact, through portfolio evaluations.

The study will examine the strategy’s relevance, design, and coherence with regional and continental frameworks (SADC, COMESA, AfCFTA), as well as its effectiveness, efficiency, impact, and sustainability. It will also analyse the institutional, operational, and policy factors that enabled or hindered results, and draw lessons and recommendations to inform the design of the next SA-RISP.
