The regional EU4Environment programme aims at helping the EU’s Eastern partner countries (EaP) preserve their natural capital and increase people's well-being. The objective of this assignment is to provide technical advisory support to the Government of Ukraine, to the Ministry of Environmental Protection and Natural Resources (MEPNR) in particular, to advance the establishment of the Emerald Network in the country.

The Changing Lives Transformation Fund (CLTF) of the World Food Programme (WFP) provides selected WFP Country Offices (COs) with funding to better support governments to design and implement policies and programmes that improve the lives of the most vulnerable people. The CLTF has three thematic windows: (1) Transition, (2) Systems strengthening, (3) Climate adaptation.
At the level of the global portfolio, the contracted team of researchers designed an impact measurement framework and assessed the feasibility of independent impact evaluations in all COs selected by the CLTF. The team provided specific technical assistance for impact measurement to five COs (Chad, Kenya, Bangladesh, Iraq and Peru), in the form of research design workshops, country-specific concept notes for impact measurement, and in-country support for baseline data collection and analysis.

The overall objective of the service contract is to enhance the implementation of EU actions promoting and protecting human rights and democracy in partner countries under the NDICI Human Rights and Democracy Thematic Programme.

The purpose of this evaluation is to provide a systematic and objective assessment of the South Sudan Women Empowerment Programme. Its global objective is twofold: i) to deliver an independent assessment of performance to the European Union, stakeholders and the wider public; ii) to generate key lessons, conclusions and recommendations to guide decision makers in improving current and future interventions.

The project aims to strengthen the EU’s engagement with Argentina on external impacts of EU Green Deal policies and regulatory frameworks, with emphasis on the regulation on deforestation and forest degradation, through the use of EU’s digital tools.

The overall objective of the project is to promote sustainable and inclusive development by strengthening the cooperation and partnership dialogue between the European Union (EU), its Member States and the Republic of Kenya.
It contributes to the implementation of the European Joint Cooperation Strategy with Kenya 2018-2022, which builds on Kenya’s own development strategy, notably the Vision 2030, the Third Medium-Term Plan (MTP III) and the Political Manifesto of the current Jubilee government, the “Big Four Agenda”. It also contributes to the United Nations Agenda 2030 for Sustainable Development, to effective financing for development and to Sustainable Development Goal (SDG) implementation capacity.

Particip provided this Transaction Technical Assistance (TRTA) to support the Government of Georgia and the ADB to prepare the Improving Learning Outcomes in Secondary Education Sector Development Program.
Through this program, the new secondary education curriculum was planned to be rolled out, and needs to increase the efficiency of the school system addressed. The program was intended to increase the effectiveness of the school funding model, the quality of teaching, and address equity and inclusion challenges in the secondary education system.
The TRTA team supported preparing a policy-based loan and a investment project loan component, further developing the program design, a detailed policy matrix, completing due diligence requirements and planning program implementation arrangements. This included analytical work, preparing technical, financial, economic, institutional, safeguards, gender and socioeconomic due diligence, as well as advise and assistance to ensure the investment project was ready for rapid start-up and smooth implementation.

The evaluation covered all European Union (EU) external action support to IPA Roma inclusion projects in the Western Balkans and Türkiye between 2016 and 2023. The main objectives of this assignment were to: i) provide an independent and evidence-based assessment of the EU's past and current external action support in the area of Roma inclusion; and ii) provide lessons learnt and recommendations at EU level to inform ongoing and future decision-making in improving current and future EU strategies, programmes and actions on Roma inclusion.

This evaluation has two overarching objectives. Firstly, it aims to provide an independent and comprehensive assessment of the performance and strategic relevance of the European Union’s (EU) partnership with the Republic of Mozambique. Secondly, it seeks to identify key lessons and produce forward-looking recommendations to inform responsible decision-makers – particularly within the European External Action Service and the Directorate-General for International Partnerships – on how to enhance the quality, coherence, and impact of the EU’s current and future strategies, programming, and actions in Mozambique.

This independant evaluation of WFP Country Strategic Plan (CSP) in Tajikistan assesses the strategic positionning, added-value and results of WFP operations in the Country from 2021 to 2025.
The evaluation serves the double purpose of accountability (performance and result assessment) and learning (why certain results occurred or not, lessons and evidence for decision-making). It is envisioned that the evaluation will inform the design of the new CSP for Tajikistan, which is scheduled for Executive Board consideration in November 2026.
