The overall objective of lot 2 Framework Contract is to provide, as defined via individual assignments and contracted through specific contracts, short-term expertise to support electoral processes in partner countries.

Results Oriented Monitoring (ROM) reviews aim to assist the European Commission’s services and EU Delegations in monitoring of and reporting on EU financed development and cooperation projects and programmes in third countries through independent reviews of the progress of their implementation and the achievement of project results.

The current objective is to improve the performance of the Swiss HoA programme. This overall work to improve the programme is called the “Framework for Risk Governance and Adaptive Programming” (FRAP). It will be implemented over a twelve year timeframe. Given the limited budgetary resources in carrying out the key mandates of the EU Unit of the FMBEP relevant to effective implementation of the EU– MIP for Nigeria, it is pertinent to support key activities. This objective is complementary to the economic blueprint of the current Administration, i.e the Medium Term Plans of the Nigerian Agenda 2050 are also critical in meeting the targets of the Sustainable Development Goals (SDGs).
The timing of the action is therefore relevant for facilitation the implementation of the recommendation from the review of the National Development Plan (NDP) and MIP. The proposed activities for this action will support all the thematic sectors and actions of the EU – MIP 2021 – 2027.
