TA Support to the Philippines in the field of Disaster Risk Reduction, with a focus on the ERC Flagship Initiative
The overall objective of the assignment is to contribute to the implementation of a more coherent, impactful and strategic approach to DRR in the Philippines, including Climate Change Adaptation, by increasing the ability of international and domestic DRRM, climate and development institutions and instruments to work together in complementary and reinforcing ways for enhancing community resilience.
The four specific objectives (SO) of the assignment are as follows:
- SO 1: Enhance community resilience through the development of a joint “Community Resilience Framework”
- SO 2: Enhance response-recovery interventions by improving multiagency interoperability planning and collaboration across preparedness, response and recovery phases for more coherence working in response to major incidents
- SO 3: Enhance knowledge management and transfer in DRRM and CCA by facilitating the sharing, co-creation and retention of experiential knowledge, lessons learnt, and good practices within Philippines institutions, including engagement with Universities and Colleges, including Community-based Peoples’ Organisations, leading to improved competencies and performance in DRRM and CCA
- SO 4: Identify appropriate incentives to encourage integrated and coherent planning and programming across DRRM pillars and nexus intersections (e.g., humanitarian, climate and development), to optimise co-benefits and improve resource effectiveness for coherent actions to enhance community resilience
