The purpose of this study is to support the upcoming evaluations of the Shared Services Canada (SSC) Cyber Security Program. The objective is to produce a study on performance measurement frameworks within cybersecurity projects, programs, policies or strategies which include lessons learned.
These findings will inform improvements to SSC’s Cyber Security Program evaluation methodology and enhance its ability to capture the program’s true value. The research may also offer useful lessons for other government programs that intend to enhance their performance measurement approach.

The Forests for the Future Facility (F4) provides strategic and technical support to the European Commission and to partner countries, to improve the number, quality and effectiveness of EU interventions in the forest-relevant sectors.

The general objective of this contract is to encourage the emergence of a civil society that can fully play its role both as a player in development alongside the most disadvantaged and discriminated against social groups and as a player in governance, influential in promoting more relevant, effective and inclusive public policies.

The Youth Action Plan (YAP) in EU External Action 2022–2027, adopted in October 2022, aims to promote meaningful youth participation and empowerment in EU external action for sustainable development, equality, and peace. The global objective of this evaluation is twofold:

• To provide the relevant EU services and stakeholders with an independent assessment of the performance of the YAP, ensuring accountability by examining results at different levels against expected objectives and analysing the factors underpinning those results.
• To identify key lessons learned, conclusions, and recommendations regarding the YAP in order to inform decision-makers on how to improve current and future interventions on youth mainstreaming in EU policies, dialogues, and actions, notably within Global Gateway initiatives.

This evaluation has two overarching objectives. Firstly, it aims to provide an independent and comprehensive assessment of the performance and strategic relevance of the EU’s partnership with the Republic of Guinea. Secondly, it seeks to identify key lessons and produce forward-looking recommendations to inform responsible decision-makers – particularly within the European External Action Service and the Directorate-General for International Partnerships – on how to enhance the quality, coherence, and impact of the EU’s current and future strategies, programming, and actions in Guinea.

The overall objective is to enhance EU engagement with civil society in Mozambique.

The overall objective of the Press and Public Information Office (hereafter 'PPI Office') is to publish messages which will show the impact and achievements of the Mission to key target audiences, creating interest, partnership, and support for the Mission in carrying out its mandate.

The general purpose of this assignment is to provide the relevant EU services, EU and non-EU donors
of the trust fund, African partner countries and the wider public with an independent final evaluation of
the EUTF for Africa. The EUTF for Africa is financing interventions in several countries in Africa, crossed by the major migration routes, including countries in the Sahel and Lake Chad regions, the Horn of Africa and North Africa. The final evaluation covers the period since the EUTF for Africa inception in November 2015 until December 2024. Thematically, the evaluation focuses on the EUTF's objective of addressing the root causes of irregular migration and forced displacement.

This final evaluation assessed the performance of the EU-funded GoGIN II intervention, with a focus on the operational status, use, handover and sustainability of the YARIS maritime information-sharing and coordination platform within the Yaoundé Architecture. It aimed to take stock of the results achieved, identify lessons learned, conclusions and recommendations, and inform future EU maritime security support in the Gulf of Guinea.

To ensure the long-term sustainability and resilience of Sierra Leone's forest sector, the goal of the contract is to develop an SEA on the forest sector to inform strategic decisions, integrate measures for enhanced climate resilience and disaster risk reduction, and promote a just transition to a green economy.
