The general objective of this assignment was to provide the European Commission, EU Member States, and other stakeholders with an independent final evaluation of the EU Trust Fund Bekou. The Bekou Trust Fund had been established in July 2014 to support the Central African Republic in its transition from crisis to development through stabilisation, reconstruction, and resilience-building interventions. The final evaluation covered the period from the Fund's inception until 2024. This strategic evaluation had a dual thematic scope: on the one hand, all the sectors of intervention financed by the Fund, and, on the other hand, the Fund as a political and financial instrument.

The overall objective of lot 2 Framework Contract is to provide, as defined via individual assignments and contracted through specific contracts, short-term expertise to support electoral processes in partner countries.

This mid-term evaluation assessed the KWIHAZA project, “Transformation towards sustainable food systems”, in Rwanda. It examined the project’s overall performance at mid-term from the perspectives of learning and accountability, with a focus on its progress across the aquaculture, fisheries and horticulture value chains, its contribution to more inclusive and sustainable food systems, and its relevance for women and youth. The evaluation analysed effectiveness, efficiency, coherence and sustainability, as well as unintended effects and the cross-cutting themes of environment, gender and inclusion.

The Global Objective of this contract is to coordinate and promote synergies between the different components of the Partnerships for Sustainable Cities programme (hereafter “the C2C programme”), building on/capitalizing on the activities carried out and outputs achieved with the support of the previous Technical Facilitation team.
