'External Monitoring & Evaluation mechanism for the EU Regional Trust Fund in Response to the Syrian Crisis' – II phase
The monitoring and evaluation technical services to be mobilized under the present multi-sector action aim to continue assessing the extent to which the strategic objectives of the EUTF are being achieved. The contract builds on the existing Monitoring and Evaluation (hereafter M&E) system put in place by the Fund in December 2016 and serves to complement the regular M&E activities carried out by the EUTF operational team at headquarters as well as the internal monitoring conducted by EUTF local officers, at country level.
In particular, the contract serves:
I. To provide evidence-based knowledge on progresses achieved by EU Trust Fund in Response to the Syrian Crisis (EUTF Syria) financed projects, and to inform on their management, through regular and ad-hoc Results Oriented Monitoring (ROM);
II. To measure the effectiveness of EUTF actions, through centralized data collection and analysis, based on disaggregated quarterly Results Reporting;
III. To evaluate the sustainability, efficiency and effectiveness of EUTF-funded programmes at thematic and geographic level and to assess potential prospects of impact, through portfolio evaluations.

Evaluation of the African Development Bank’s Regional Integration Strategy Paper for Southern Africa (2020-2026)
The evaluation will assess the African Development Bank’s Regional Integration Strategy for Southern Africa (SA-RISP) 2020–2026, covering implementation from 2020 to 2024. It will review the Bank’s sovereign and non-sovereign lending operations alongside non-lending activities such as policy dialogue, analytical work, and technical assistance. The study will examine the strategy’s relevance, design, and coherence with regional and continental frameworks (SADC, COMESA, AfCFTA), as well as its effectiveness, efficiency, impact, and sustainability. It will also analyse the institutional, operational, and policy factors that enabled or hindered results, and draw lessons and recommendations to inform the design of the next SA-RISP.

Supporting WFP’s Changing Lives Transformation Fund (CLTF) to Support Country Offices in the Design and Implementation of Impact Measurement Components
The Changing Lives Transformation Fund (CLTF) of the World Food Programme (WFP) provides selected WFP Country Offices (COs) with funding to better support governments to design and implement policies and programmes that improve the lives of the most vulnerable people. The CLTF has three thematic windows: (1) Transition, (2) Systems strengthening, (3) Climate adaptation.
At the level of the global portfolio, the contracted team of researchers designed an impact measurement framework and assessed the feasibility of independent impact evaluations in all COs selected by the CLTF. The team provided specific technical assistance for impact measurement to five COs (Chad, Kenya, Bangladesh, Iraq and Peru), in the form of research design workshops, country-specific concept notes for impact measurement, and in-country support for baseline data collection and analysis.

European Perspectives on Negative Outcomes for Logic Models

Evaluation of the Renewable Energy for Rural Development Phase II (RERD) II and Belgium
The purpose of this End-Term Evaluation was to assess the relevance, coherence, efficiency, effectiveness, sustainability, and impact of the Renewable Energy for Rural Development Phase II (RERDII) project, implemented by Enabel in partnership with FUNAE in Mozambique. The evaluation focused on the electricity component, notably the installation and operation of five solar mini-grids in Nampula and Zambézia provinces. It aimed to support accountability to partners and stakeholders, generate evidence on how rural electrification contributes to socio-economic development, productive use of energy, gender inclusion and community integration, and provide strategic lessons and recommendations to inform future rural electrification programming, including forthcoming climate-finance and Green Climate Fund-supported interventions.
