Final Evaluation of the Support Programme for the Implementation of Decentralised Entities in the Dosso Region, phase 2 and extension phase (PAMED II & PAMED II Extension)
The evaluation team focused on the "learning" and "accountability" dimensions with a focus on the former. The first required particular attention in order to draw useful lessons for other interventions or for new policies, strategies and programmes. Further, the review used the "Performance" evaluation grid to carry out the analyses relating to the traditional evaluation criteria which are "effectiveness", "impact" and "sustainability".
The evaluation questions identified by the TOR guided the data collection in four communes. Thus, at least one commune was chosen in each of the four intervention departments, all representing the different levels of performance defined on the basis of the criteria established by the programme: Communes of Douméga (with the best score of 91%), Fabidji (86%), Kiéché (74%) and Sokorbé (64%).
