Since 2015, GIZ’s Good Financial Governance Program (GFG) was implementing a large-scale program aiming to create a government-wide M&E system, including core business activities, IT support and capacity building and training. The services requested under this assignment supported the first and the third pillar GFG’s M&E component, namely Capacity Building and Training on core business M&E activities.
The assignment was embedded in the Zambian Government’s process to produce its Annual Progress Report (APR). The APR is used as a monitoring tool and was intended to increase transparency of development outcomes. The ToR stated that the key issue underlying the assignment were the untimely production of the APR due to insufficient capacities of M&E staff to analyse, interpret and communicates meaningfully on the results and findings extracted from the available and assembled data sets from various sectors and line ministries.
Our understanding of the ToR and the status of achievements of the Programme was that the challenge existed in the further use of collected data through M&E activities under the GW-MIS in order to analyse and extract relevant information on actual performance against the N-KPIs. The appropriate, efficient and transparent communication and visualisation of this information gained from data analysis was another crucial element of this assignment.
Subsequently, the objective as described in the ToR was to strengthen the skills of M&E staff in data analysis and communication and to support the APR production process.
Ultimately, this project contributed to better policy decisions for improved service delivery for citizens and higher transparency and accountability.

The objective of the FWC was to provide, via individual assignments defined and contracted through Specific Contracts, short-term technical assistance which can be mobilised at very short notice (normally within about 3 weeks).

The overall objective of this assignment was to design an action plan to support and assist the implementation of the communication strategy elaborated by DEVCO Civil Society and Foundations unit.
The specific objectives were to raise awareness, promote and increase knowledge and visibility of the Civil Society and Foundations' policy and initiatives with, amongst others, its Framework Partnership Agreement signatories, EU institutions, development actors and the general audience in the EU and partner countries through the design and production of multimedia, visibility and other materials as required.

The global objective of this assignment is to support the EU in the implementation of its policies and programmes in health aid and the adaptations and adjustments required under its related policies (in particular regarding, but not limited to, The Agenda for Change, The Future of Budget Support, The EU Role in Global Health and the forthcoming Programme for Action on Global Health).
To achieve this global objective, these advisory services will also contribute to strengthen in a durable way the capacity of the EC staff in EU Delegations involved in health aid.
The envisaged support is to be provided through external advisory service (AS) of appropriate profile, technical and policy qualification and solid experience in the implementation of health aid. The AS will be provided primarily to the European Commission services (DEVCO headquarters and EU Delegations [EUD]) and – to a limited extent – to beneficiary countries institutions in the attainment and monitoring of the aforementioned objectives on global health.

In order to make better use of existing development evaluations, the Norwegian Agency for Development Cooperation (Norad) had initiated the production of so-called Country Evaluation Briefs (CEBs) and Evaluation Portraits (EPs) for its twelve focus countries.
This assignment included six such CEBs and EPs, namely for Ethiopia, Haiti, Mali, Myanmar, Nepal and Tanzania. The objective of the assignment was to collect, collate and systematically present findings from existing development evaluations and present them in a concise and reader-friendly way.

Through the 'Capacity Building for Results Facility (CBR) Services of an HR Firm' contract, Particip was ensuring merit-based recruitment for CBR positions and smooth continuation of RQA for CBR positions.
Objectives of the Assignment were:

• Ensuring merit-based recruitment for CBR positions
• Ensuring smooth continuation of RQA for CBR positions
• Review and improve recruitment processes and procedures for CBR
• Prevention of financial loss to GoIRA (need to pay back salaries to ARTF in case of mis-recruitments)

The SIRF project was a sub-component of the EU-PFMO and thereby contributed to its objective of greater efficiency, effectiveness, transparency and accountability in the Vietnamese budget processes. The project supported the national partners by delivering strategic, procedural and technical advisory aiming to reform revenue forecasting in Viet Nam via a four-stage-process: i.) develop a concept for revenue forecasting, including a capacity development strategy, ii.) implement trainings in revenue forecasting, iii.) advice and mentor the 2017 revenue forecasting process and iv.) evaluate the 2017 revenue forecasting.

The objective of this Gender Facility II was to enhance IcSP projects effectiveness by strengthening IcSP staff capacities to take up and apply of gender-sensitive approaches in project design and implementation.

The overall objective of the project was to improve the efficiency and effectiveness of the overall Mine Action Programme in Egypt.
