The Project Development Objective (PDO) is to improve access to basic services and food security of Select Communities in the Republic of the Sudan. The project is designed to complement the current humanitarian aid to Sudan by laying a foundation for medium and longer term development support in areas with high concentration of IDPs. It builds for the future of Sudan by restoring access to basic services and food, protecting human capital, and enhancing communities’ resilience using a bottom-up approach. It is sequenced to first meet immediate basic service needs of vulnerable groups in areas of high IDP concentration and relative safety and accessibility, followed by community-led planning and implementation of medium-term basic services.
Project M&E efforts will be supplemented by BSMA to ensure WB oversight on the ground, given limited access for Bank personnel. To support the WB to fulfil its monitoring and supervision obligations in areas where its staff are unable to access project sites, the Bank engaged with BSMA with the objective of providing a monitoring layer to complement the monitoring activities of the Implementing Entities and ensure that Bank funds are utilized for the purposes specified in the grant agreement and project documents.

The European Neighbourhood Instrument (ENI) Cross-border cooperation (CBC) and Interreg NEXT (acronym for: “Neighbourhood External”) programmes extend the principles of European Territorial Cooperation (ETC) among Member States within the EU, better known as Interreg, to territorial cooperation between Member States and the Partner countries and territories in the Neighbourhood area. They cover both cross-border cooperation (CBC) on land borders and sea crossing as well as transnational cooperation programmes covering sea basins.
Cross-border and transnational (sea-basin) cooperation along EU’s external land and sea borders is a unique form of cooperation between EU MS and neighbouring countries. It provides the framework and opportunities for enhanced people-to-people contacts, cooperation and exchanges essentially at regional and local level, and involves a broad range of actors (local authorities, NGOs, Civil Society Organisations (CSO), universities and other stakeholders).

ECRP-II’s Project development objective is to improve access to services, strengthen flood resilience, and enhance institutional capacity for local service delivery and integrated disaster risk management at the national and sub-national levels.

The main users of the FADER are the regional departments of the MFA, which have regional and country specific development cooperation programmes/projects in Africa, the Middle East, Asia, Eastern Europe and Central Asia.

The overall objective of this contract is to contribute to the use an evidence-based approach for programming and implementing interventions in the North of Africa region as well as informing policymaking around the themes of the EUTF in the region.

• Specific Objective 1: The EUTF management team benefits from an efficient MLS monitoring

and reporting on the progresses of EUTF initiatives in the North of Africa window.

• Specific Objective 2: The EUTF management team benefits from a learning strategy generating

evidence-based knowledge to inform policymaking and future programming in the region.

This strategic evaluation has two overarching objectives: (i) to provide EU services and stakeholders with an independent, comprehensive assessment of the performance of the EU-Chad partnership, with particular attention to results achieved against expected objectives and the underlying drivers of these results; and (ii) to identify key lessons, conclusions, and forward-looking recommendations to support decision-makers in improving current and future EU strategies, instruments, and interventions in Chad.
