The main objectives of this evaluation were to provide the relevant services of the European Union with:

• an overall independent assessment of the performance of the project ‘UN Joint Programme to strengthen urban and rural resilience and conditions for community recovery in Syria’, paying particular attention both to its results, measured against its expected objectives, and to the reasons underpinning such results;
• key lessons learned, conclusions and related recommendations in order to improve the remaining period of implementation and potential second phase as well as similar future Interventions.

Support Peru in the domestic implementation of the Leticia Pact for the Amazon, addressing axes 1 and 3
of its action plan and strengthening the leadership of the second regional working group led by Peru.

The main objective of the assessment was to identify the strengths, weaknesses, opportunities and threats of the management of Finnish development policy and cooperation and humanitarian assistance in view of the COVID-19 response, and to document them.

The purpose of the Election Expert Mission (EEM) was to collect and analyse factual information, assess and report on the electoral process against international commitments, standards and good practice for democratic elections in line with the criteria contained in the Commission Communication on Electoral Assistance and Observation.

The evaluation series was commissioned by the WFP School-based Programmes Unit in Rome and covered WFP emergency school feeding (ESF) programmes during 2015-2019. It encompassed four country-specific evaluations in the Democratic Republic of Congo, Lebanon, Niger and Syria, as well as a global synthesis report.
The findings were meant to strengthen the global evidence base on ESF and to inform future ESF policies and programmes.
All evaluations in this series used a mixed-method, theory-driven approach. The country-level evaluations were based on document review, interviews, focus groups, and large-scale field surveys (DRC, Lebanon).

The overall objective of the contract was to coordinate and communicate activities there were linked to the Hub in order to support the AU-EU Youth Cooperation Hub. Further, the contract ensured that the existing partnerships of the Young Experts linked to the Hub and its sustainability was reinforced.

The overall objective of this contract is to carry out a comprehensive security assessment of the SADC-HQ and its Sebele Satellite Office, identify and highlight gaps and provide recommendations as well as a detailed roadmap and indicative costs in order of priority on how the desired or proposed level of security will be attained.

The project included two assignments:

• The overall objective of the Libya Gender Country Profile was to provide an overall and comprehensive assessment of the gender equality situation in Libya, as well as an analysis of gender-based-violence against women at country level. It contributed to the integration of the EU rights-based approach and gender mainstreaming obligations under the GAP II and future GAP III in future and ongoing cooperation programmes.
• The overall objective of the gender-responsive assessment/evaluation of the on-going EU funded projects in Libya was to provide corrective recommendations and element for reflections for the programming period 2021-2022.

This independant evaluation of WFP Country Strategic Plan in Tajikistan assessed the strategic positionning, added-value and results of WFP operations in the Country from 2018 to 2021.
The evaluation served the double purpose of accountability (performance and result assessment) and learning (why certain results occurred or not, lessons and evidence for decision-making). It envisioned that the evaluation will inform the design of the new CSP for Tajikistan, which was scheduled for Executive Board consideration in November 2022.

The overall objective of the programme to which this contract will contribute is:
Deliver and make operational a new information system replacing inter alia the existing CRIS
system, addressing gaps, supporting the new DEVCO, NEAR, FPI and EC strategies as well as
engaging in a business transformation starting with the harmonisation/simplification of business processes.
