Through the 'Capacity Building for Results Facility (CBR) Services of an HR Firm' contract, Particip was ensuring merit-based recruitment for CBR positions and smooth continuation of RQA for CBR positions.
Objectives of the Assignment were:

• Ensuring merit-based recruitment for CBR positions
• Ensuring smooth continuation of RQA for CBR positions
• Review and improve recruitment processes and procedures for CBR
• Prevention of financial loss to GoIRA (need to pay back salaries to ARTF in case of mis-recruitments)

In order to make better use of existing development evaluations, the Norwegian Agency for Development Cooperation (Norad) had initiated the production of so-called Country Evaluation Briefs (CEBs) and Evaluation Portraits (EPs) for its twelve focus countries.
This assignment included six such CEBs and EPs, namely for Ethiopia, Haiti, Mali, Myanmar, Nepal and Tanzania. The objective of the assignment was to collect, collate and systematically present findings from existing development evaluations and present them in a concise and reader-friendly way.

Specific objective: independent technical expertise as an assessor were provided to increase efficiency in the evaluation of project proposals, according to the rules of the Practical Guide to Contract procedures for EU external actions - PRAG.

The SIRF project was a sub-component of the EU-PFMO and thereby contributed to its objective of greater efficiency, effectiveness, transparency and accountability in the Vietnamese budget processes. The project supported the national partners by delivering strategic, procedural and technical advisory aiming to reform revenue forecasting in Viet Nam via a four-stage-process: i.) develop a concept for revenue forecasting, including a capacity development strategy, ii.) implement trainings in revenue forecasting, iii.) advice and mentor the 2017 revenue forecasting process and iv.) evaluate the 2017 revenue forecasting.

The objective of this Gender Facility II was to enhance IcSP projects effectiveness by strengthening IcSP staff capacities to take up and apply of gender-sensitive approaches in project design and implementation.

The overall objective of the project was to improve the efficiency and effectiveness of the overall Mine Action Programme in Egypt.

The global objective of the assignment was to assist the EU Delegation in the design of a programme under the AAP 2018 to reinforce the Rule of Law (RoL) in Pakistan’s Federally Administered Tribal Areas (FATA) and its bordering provinces Khyber Pakhtunkhwa (KP) and Balochistan.
The specific objectives were to analyse the RoL sector in KP, FATA and Balochistan under consideration of potential political developments and assess feasibility of a RoL intervention in this volatile environment; to conduct multi-stakeholder consultations to obtain a consensus and good level of ownership from all relevant counterparts for the future programme and advise on possible modalities of assistance acceptable to national stakeholders; and to propose intervention and develop full set of draft programming documents required for the project identification, formulation and contracting.

The general objective of the Nepal Peace Trust Fund (NPTF) was to contribute to stability and peace in Nepal for its sustainable development and ultimately towards economic progress in the long term. This included to assist the Ministry of Peace and Reconstruction through sector budget support and to reinforce the capacity of the actors for the implementation of the peace agreements in general and of the Ministry of Peace Secretariat in particular through capacity development in peace building.
The purpose of this evaluation was to make an overall independent assessment of the past performance of the NPTF, paying particular attention to its results measured against its objectives and to draw key lessons and recommendations in order to improve current and future programmes related to governance and restoration of the rule of law.

The principal objective of this program was to support the DGI (Direction Générale des Impôts) and its plan of modernisation, especially in the field of external and internal communication (as identified in a previous TADAT evaluation), in close cooperation with the principal partners, the DGI communication working group, the Cellule de Communication (CelCom) and the Division des Etudes et Reformes (DER).
