The general purpose of this assignment is to provide the European Commission, EU Member States, and other stakeholders with an independent final evaluation of the Bêkou Trust Fund (Fonds UE Bêkou). The Bêkou Trust Fund was established in July 2014 to support the Central African Republic in its transition from crisis to development through stabilisation, reconstruction, and resilience-building interventions. The final evaluation covers the period from the Fund’s inception until 2024. This strategic evaluation has a dual thematic scope: on the one hand, all the sectors of intervention financed by the Fund, and, on the other hand, the Fund as a political and financial instrument.

This ex-post evaluation will analyse the effectiveness, efficiency, coherence, relevance and EU added
value of the investments made within the 2014-2020 programming period, under the European Territorial
Cooperation (ETC) programmes.

The general objective of the assignment covered by these terms of reference is to provide technical support and capacity building to the implementing partners in order to support the launch and effective and efficient implementation of this programme.

The European Union sent an exploratory mission to assess the usefulness, advisability and feasibility of an EU EOM for the upcoming presidential election in Gabon.
The purpose of the Exploratory Mission was to collect factual information concerning this election process, in line with the criteria contained in the Commission Communication on Electoral Assistance and Observation [COM(2000)191]

The overall objective of the project of which this contract will be a part is as follows:
To conduct independent and objective monitoring activities of EU Priority projects implemented in various regions in Somalia funded under the EUTF funding instruments. (A list of ongoing EUTF projects is attached and those most likely to be monitored are indicated.).

The purpose of this contract is to support the work of the EUD in enhancing the capacity of CSOs working in Rwanda to act as actors of development.
The specific objective of this contract is to implement a set of actions to support, among others, information sessions on calls for proposals, meetings with CSOs, mapping of CSOs, consultations, outreach and awareness raising activities, studies, seminars, trainings, publications, visibility of projects, exchanges of best practices, as well as enhancing the visibility of the in Civil Society –Human Rights instruments and impact.

The overall objective of this assignment was to contribute to improving the electoral and democratic framework of Kenya during the inter-election period and raising awareness and understanding of the EU EOM recommendations and technical issues related to their implementation. In general, an EFM supports the consolidation of democracy, institution-building and democratic elections in Kenya in the context of the implementation of the 2022 EU EOM recommendations.

The evaluation examined 12 projects funded by the Institutional Cooperation Instrument (ICI) across Central Asia (Uzbekistan, Tajikistan, Kyrgyzstan), Vietnam, Nepal, and Indonesia. Its primary goal was to provide objective insights that would enhance accountability, foster learning, and support informed decision-making. The evaluation utilised the OECD DAC criteria, with a specific focus on assessing the effectiveness, impact, and sustainability of these projects. This process involved conducting in-depth reviews of each of the 12 projects, which were implemented by key Finnish institutions, offering a comprehensive analysis of their achievements, challenges, and overall outcomes.
