The objective of this consultancy is to assess and measure the quality of education provision in Somalia by collecting data from 700 schools and 200 public officials. The data collection covers various aspects, including student learning outcomes, school financing, and the role of community school committees. The data will be used to evaluate education policies and government capacity to provide and regulate education services at both national and federal levels.

This ex-post evaluation analysed the effectiveness, efficiency, coherence, relevance and EU added value of the investments made during the 2014-2020 programming period under the European Territorial Cooperation (ETC) programmes.

The general objective of the assignment covered by these terms of reference is to provide technical support and capacity building to the implementing partners in order to support the launch and effective and efficient implementation of this programme.

Support signatory municipalities to develop and implement sustainable economic, energy and climate actions

The purpose of this contract is to support the work of the EUD in enhancing the capacity of CSOs working in Rwanda to act as actors of development.
The specific objective of this contract is to implement a set of actions to support, among others, information sessions on calls for proposals, meetings with CSOs, mapping of CSOs, consultations, outreach and awareness raising activities, studies, seminars, trainings, publications, visibility of projects, exchanges of best practices, as well as enhancing the visibility of the in Civil Society –Human Rights instruments and impact.

The overall objective of this assignment was to contribute to improving the electoral and democratic framework of Kenya during the inter-election period and raising awareness and understanding of the EU EOM recommendations and technical issues related to their implementation. In general, an EFM supports the consolidation of democracy, institution-building and democratic elections in Kenya in the context of the implementation of the 2022 EU EOM recommendations.

The evaluation examined 12 projects funded by the Institutional Cooperation Instrument (ICI) across Central Asia (Uzbekistan, Tajikistan, Kyrgyzstan), Vietnam, Nepal, and Indonesia. Its primary goal was to provide objective insights that would enhance accountability, foster learning, and support informed decision-making. The evaluation utilised the OECD DAC criteria, with a specific focus on assessing the effectiveness, impact, and sustainability of these projects. This process involved conducting in-depth reviews of each of the 12 projects, which were implemented by key Finnish institutions, offering a comprehensive analysis of their achievements, challenges, and overall outcomes.
