The overall objective was to compile and analyse the necessary information for the EU Delegation to Jordan to take an informed decision on the way forward regarding the project "Decentralisation and Local Development Support Programme".

The overall objective of this Final Evaluation is to analyse the compliance of four Technical
Assistance projects with the Objectives and Expected Results defined by their Terms of Reference.
The specific objectives are assess the past performance of the Support to the Justice Sector Policy Reforms in Moldova package, paying particular attention to its final results measured against its objectives
and key lessons and recommendations in order to improve current (where relevant) and future actions.

The objective of this project was to provide the support of an electoral / legal expert to the European Service for External Action, and in particular to the Delegation of the European Union (DUE) in Abidjan, to take stock of the situation. the implementation of the recommendations of the electoral missions deployed by the EU and the electoral framework in Côte d'Ivoire in the context of the preparation of the next elections of Côte d'Ivoire and to make proposals, by setting priorities short, medium and long term, which will guide the action of the European Union.

The global objective of the project was to carry out a comprehensive evaluation of the impact of the EU support in the area of inclusive politics/democratisation in Somalia in the period 2012-2017 as well as the EU democratisation support to Somaliland in the period 2014-2017, in order to provide the Delegation with recommendations concerning strategic programming and operational choices for future strategic support through the EU Support programmes: "Governance Consolidation Programme for Somalia (GOVCON)" funded by the 11th European Development Fund and in particular Result 1 “Strengthening democratic institutions and processes” and pillar 3 "Build state legitimacy and responsiveness, and democratic governance” of the EU Development Cooperation Strategy 2017-2020 to be financed by the EUTF. The amounts allocated were of 12,000,000 (Result 1: Strengthening democratisation, social accountability and participation of non-state actors in governance processes including, elections, support for the legislative sector, constitution and enhanced social accountability and participation of non-state actors in democratisation, peace and state-building and human rights promotion, with focus on women’s rights and decision-making) and 14,000,000 EUR.

The main objectives of this evaluation were to provide the relevant services of the European Union and the
interested stakeholders with:

• an overall independent assessment of the past performance of the African Peace and Security Architecture support programme III financed by the European Union, paying particular attention to its intermediate outcomes measured against its objectives;
• key lessons and recommendations in order to improve current (if relevant) and possible future support to the APSA taking into consideration the ongoing AU reform and the operationalisation of the Peace Fund;
• priority areas to support and execution modalities for a possible EU follow-up support to the APSA taking into consideration the lessons learnt of the APSA III and the ongoing reforms at the AU.

The Satellite Index Insurance for Pastoralists in Ethiopia (SIIPE) programme was a pilot initiative that has tested a weather-index microinsurance product with the aim of protecting pastoralists in the Somali region of Ethiopia from climate shocks.
The impact evaluation was performed over the one-year period (2017/18) of the pilot initiative. It aimed to understand if (and how) SIIPE had provided greater protection to pastoralists against climate risk, whether there was any behavioural change brought about by SIIPE and to measure the changes in well-being (such as food security) of individual households attributable to the intervention. The impact evaluation methodology combined a randomised controlled trial at the level of households with a quasi-experimental component. The econometric and qualitative impact analysis used data from baseline and endline surveys of pastoralist households in the Somali region conducted by the evaluation team.

This evaluation served to understand the performance of the Action (The Development Effectiveness and Accountability Programme (DEAP) whose main Implementing Partner (IP) is the Ministry of Finance, Economic Planning and Development - a joint programme funded by the European Union (EU) and United Nations (UNDP, UNICEF and UN Women) -, its enabling factors and those hampering a proper delivery of results with a particular view to their sustainability, in order to adjust its design or implementing modalities for future programmes. It furthered document lessons learnt and any best practices identified and made recommendations to be considerered in future programming of similar initiatives.
