Building Resilience to Climate Change in Papua New Guinea: Project Implementation Support Consultants
The Government of Papua New Guinea has obtained a Grant from the Asian Development Bank to implement the proposed “Building Resilience to Climate Change (BRCC - the project). The project will help implement PNG’s Strategic Program for Climate Resilience (SPCR) 1 aimed at achieving transformational change in addressing the current and future threats from climate change and related hazards. This will be achieved by mainstreaming climate resilience into development planning and addressing country priorities that focus on vulnerable communities of Bougainville, East New Britain, Manus, Milne Bay and Morobe provinces comprising 21 priority vulnerable islands/atolls identified through a participatory process across four sectors including (i) infrastructure, (ii) natural resources, (iii) health, and (iv) agriculture, against potential impacts from climate change and variability++.
The project impact is: increased resilience to the impacts of climate change and climate variability. The outcome is: improved capacities of vulnerable islands/atoll communities, government agencies, and civil society to plan and respond to the impacts of climate change. The direct beneficiaries include approximately 13,000 inhabitants of the 21 vulnerable islands. The nationwide benefits include increased capacity to manage climate change risks through establishment of early warning systems, access to finance by communities, and development of national databases and knowledge management systems.
The purpose of this assignment is to support the Project Management Unit (PMU) in
  • Project implementation and administration
  • Developing the necessary capacity development including training and transfer of skills to PMU personnel to improve their project management and implementation skills, and
  • Strengthening CCDA’s overall capacity for future management and implementation of similar projects.

Final Evaluation of the BOOST Project from August 2018 to January 2024 in the Regions of Nueva Segovia, Madriz, Estelí, Matagalpa, Jinotega and RACCN
The final evaluation of the project "Boosting Rural and Rurban Economy in Times of Crisis and Beyond" (BOOST) was commissioned by WFP Nicaragua. BOOST ran from 2018 to 2024 and aimed to promote sustainable and resilient agri-food systems in five departments and one autonomous region of Nicaragua. The European Union was the main donor of the project.
The evaluation provided an independent assessment of all project activities in the entire implementation period of BOOST. It adopted a theory-based approach using the Qualitative Impact Assessment Protocol (QuIP). Data were collected during a two-week field mission and remotely, including interviews with national and local key informants, focus group discussions with beneficiaries, field visits, a comprehensive document review, and analysis of existing M&E data.

The purpose of the meta-analysis of the 2021-2024 Country Programmes in Finland's 10 partner countries was to support the achievement of Finland’s development policy objectives in the partner countries, and to provide information for the further development of the Country Programmes and their implementation at the strategic level. Resilience Assessments in Support of Programming in the Horn of Africa region
With a view to supporting the programming in the Horn of Africa region, and in particularly in support of resilience-building components of the EU’s external action, the overall objective of a Resilience Assessment and Roadmap creation is to:

on structural causes of fragility and potential shocks, as well as opportunities for resilience building in the Horn of Africa region; operationalizing, improving and strengthening EU resilience-focused interventions and providing a vision on what specific strategic, policy, programming, design and implementation changes are needed to strengthen resilience in a specific context.
To this end, the expert(s), in conjunction with INTPA G5, will provide technical assistance to Delegations to conduct resilience assessments and develop resilience roadmaps, highlighting which resilience dimensions should be targeted and how to best target them.
