This evaluation has two overarching objectives. Firstly, it aims to provide an independent and comprehensive assessment of the performance and strategic relevance of the EU’s partnership with the Republic of Guinea. Secondly, it seeks to identify key lessons and produce forward-looking recommendations to inform responsible decision-makers – particularly within the European External Action Service and the Directorate-General for International Partnerships – on how to enhance the quality, coherence, and impact of the EU’s current and future strategies, programming, and actions in Guinea.

The Somalia Crisis Recovery Project is a flood and disaster recovery, and reconstruction project financed by the World Bank to the Federal Ministry of Finance (MOF). It will support immediate and sustainable flood recovery and finance activities to mitigate against future shocks, by supporting: (a) immediate early floods recovery and service delivery restoration activities; (b) immediate support activities to respond and mitigate COVID 19; (c) medium-term rehabilitation of flood-impacted infrastructure, services and livelihoods; (d) elements of immediate and longer-term crisis preparedness and recovery; (e) detailed flood risk management plans, including both structural and non-structural flood risk management solutions for the country; and (f) support to enhance government performance and accountability and citizen engagement in service delivery.

The monitoring and evaluation technical services to be mobilized under the present multi-sector action aim to continue assessing the extent to which the strategic objectives of the EUTF are being achieved. The contract builds on the existing Monitoring and Evaluation (hereafter M&E) system put in place by the Fund in December 2016 and serves to complement the regular M&E activities carried out by the EUTF operational team at headquarters as well as the internal monitoring conducted by EUTF local officers, at country level.
In particular, the contract serves:
I. To provide evidence-based knowledge on progresses achieved by EU Trust Fund in Response to the Syrian Crisis (EUTF Syria) financed projects, and to inform on their management, through regular and ad-hoc Results Oriented Monitoring (ROM);
II. To measure the effectiveness of EUTF actions, through centralized data collection and analysis, based on disaggregated quarterly Results Reporting;
III. To evaluate the sustainability, efficiency and effectiveness of EUTF-funded programmes at thematic and geographic level and to assess potential prospects of impact, through portfolio evaluations.

The evaluation of the Danish Energy Partnership Programmes (DEPP) assesses over a decade of Denmark’s government-to-government cooperation on green energy transition. Covering 2012–2024, it examines partnerships in countries such as China, India, South Africa, Vietnam, and Mexico. The study reviews DEPP’s contributions to renewable energy integration, energy efficiency, long-term planning, and capacity strengthening, while identifying lessons for future programming. Applying OECD-DAC criteria, the evaluation aims to document results, enhance accountability, and generate actionable recommendations to inform Denmark’s continued role as a trusted partner in advancing global climate and energy goals.

The Government of Papua New Guinea has obtained a Grant from the Asian Development Bank to implement the proposed “Building Resilience to Climate Change in Papua New Guinea (BRCC) Project)". The project will help implement PNG’s Strategic Program for Climate Resilience (SPCR) 1 aimed at achieving transformational change in addressing the current and future threats from climate change and related hazards.
The purpose of this assignment is to support the Project Management Unit (PMU) in:

• Project implementation and administration
• Developing the necessary capacity development including training and transfer of skills to PMU personnel to improve their project management and implementation skills, and
• Strengthening CCDA’s overall capacity for future management and implementation of similar projects.

The objective of the monitoring and communication Assignment is to support the Danish Embassy in Addis Ababa in
(a) establishing and facilitating a functioning monitoring and risk management system for the Country Programme and other development engagements that will help improve programme effectiveness, facilitate learning and ensure informed decisionmaking by the Embassy and its partners, and maximise transparency and accountability regarding the development of the programme;
(b) communicating to both the Ethiopian and Danish general public and certain specific target groups relevant achievements and results obtained by the Country Programme and other partnerships in the Embassy’s country portfolio.

To support the OACPS Secretariat in implementing organisational reforms, including
conducting staff reorganisations to transition the Secretariat to a new organisational structure
and establishing policies and procedures to address the key findings of the 2024 system audit.

The evaluation will assess the African Development Bank’s Regional Integration Strategy for Southern Africa (SA-RISP) 2020–2026, covering implementation from 2020 to 2024. It will review the Bank’s sovereign and non-sovereign lending operations alongside non-lending activities such as policy dialogue, analytical work, and technical assistance. The study will examine the strategy’s relevance, design, and coherence with regional and continental frameworks (SADC, COMESA, AfCFTA), as well as its effectiveness, efficiency, impact, and sustainability. It will also analyse the institutional, operational, and policy factors that enabled or hindered results, and draw lessons and recommendations to inform the design of the next SA-RISP.
