Evaluation of the EU's external action support in the area of gender equality and women's and girls' empowerment (2010-2018)
The main objective was to provide an independent assessment on the contribution of EU external action support in the policy area of gender equality and women empowerment (GEWE). This evaluation sought to be a stock- taking lesson-learning and forward-looking exercise, as well as an accurate assessment of achieved results in line with the objectives of the EU Gender Action Plan (GAP) II and other relevant overall policy frameworks such as the new approach on Women, Peace and Security Agenda, Agenda 2030, the New European Consensus for Development.

Decentralized Evaluation of Support for Strengthening Resilience of Vulnerable Groups in Ethiopia: The Fresh Food Voucher Programme Expansion in Amhara Region, January 2018 - December 2020)
This evaluation assessed the WFP Fresh Food Voucher (FFV) programme in the Amhara region of Ethiopia. The programme sought to improve the dietary diversity of pregnant and lactating women and children aged 6-23 months and stimulate the local fresh food market, inter alia, through the provision of mobile money vouchers redeemable for fresh foods at retailer traders.
This endline evaluation covered the period January 2018 to December 2020 and served the double purpose of accountability (performance and result assessment) and learning (why certain results occurred or not, lessons and good practices).
For this purpose, the evaluation team conducted a quantitative phone survey among more than 1,300 FFV beneficiary households and 140 traders, qualitative interviews and desk review. The analysis addressed the evaluation criteria of effectiveness, efficiency and sustainability, and mainstreamed gender throughout.

Evaluation Management Services
The Evaluation Management Services (EMS) was a service contract which consisted in the implementation of strategic level and policy evaluations, meta-evaluations and syntheses of centralized and decentralized evaluations for the Ministry for Foreign Affairs of Finland (MFA). It corresponded to a new commissioning model that is based on evaluation services commissioned to one service provider rather than outsourcing the implementation of each evaluation as a single assignment. The purpose of this assignment was to increase the quality of outsourced evaluations and also to increase flexibility, efficiency and effectiveness of the Ministry for Foreign Affairs (MFA) of Finland in planning and commissioning evaluations. In addition to a number of decentralised evaluations from various geographical units, all MFA centralised evaluations were prepared and implemented through the EMS.

Evaluation of the DRIVE Project 'Chemba Serviços de Irrigação Lda – Irrigation Infrastructure for Organic Sugarcane'
The project 'Irrigation Infrastructure for Organic Sugarcane' was funded by the Development Related Infrastructure Investment Vehicle (DRIVE) of the Ministry of Foreign Affairs of the Netherlands. It was located in the Chemba district of Mozambique and aimed to put an agricultural infrastructure in place for small-scale farmers to sustainably grow high-quality organic sugarcane and food crops for enhanced income and food security.
The purposes of the evaluation were accountability and learning through insight into the nature and magnitude of effects attributable to the Chemba project. The evaluation determined whether the project contributed to private sector and human development. It used a mixed-methods contribution analysis that triangulated primary and secondary data, which were collected and analysed through a literature review, a household survey, and qualitative stakeholder consultations.
