Good Financial Governance
The overall objective of the programme to which this project belonged was the following: The public revenue and budget system, as well as the management of Ghana’s natural resource revenues, are more transparent, increasingly rule-based and more effective. In general, the Ghanaian public finance management (PFM) system is strengthened.
For this purpose, the project entailed advisory work to be delivered by short-term experts on technical issues and in the area of process management and organizational development (OD). The technical areas included public finance management, public budget formulation and execution, tax policy, tax administration and domestic accountability (including resource governance and external budgetary oversight). Process management refered to improvement of decision making and business processes with the relevant partner institutions.
