In the context of the EU Strategy for the Danube Region (EUSDR), the Republic of Serbia designed a three-year project “Socio-economic Development of the Danube Serbia Region” (SEDDSR) under the IPA Programme for Serbia. The project was launched in July 2012 with the budget of €19.5 million combined of funds from the IPA 2011 programme and the Republic of Austria’s assistance programme.
The mid-term evaluation determined the relevance, intermediate effects, efficiency, and processes of the project following the OECD/DAC evaluation criteria. The final evaluation was based on effectiveness, including the level of achieving the project purpose, and on sustainability.

The purpose of the evaluation was to assess to what extent the EU support to transport sector helped improving regional integration, economic growth, social development, effective public administration and security, and facilitation of movements of goods and services. In addition, the evaluation assessed to what extent the EU assistance has been relevant, efficient, effective and sustainable in providing the expected impacts along with the EU added value of interventions. It also assessed the coherence with the relevant EU policies and the partner Governments’ priorities and activities.

Global objectives of this project:
To contribute to a better insertion of the EC cooperation in the CSLP and to increase its impact on the economic and social development of Mauritania with regards to capacity strenghening of the Mauritanian administration.

This study reviewed the ways and means in which Technical Assistance (TA) has been deployed within South Africa during the period 2004 to 2014. International development cooperation is moving from grant funding to the use of concessional loans and technical assistance for recipient countries, so this study was intended to provide information on TA received by South Africa and ascertain how best it can be used in the future.
The study focussed on the technical assistance provided in the employment creation, infrastructure, education and justice/legislature sectors.

The assignment is an ex-post evaluation aimed at:

• detecting the real changes in the field and analyse the changes attributable to the

interventions;

• check and explains achieved results and in particular their impact on the eco-villages'

communities;

• identify and judge unexpected results or unachieved results;
• assess the sustainability of the interventions' benefits;
• for those projects who are implementing a second GCCA project, identify how lessons learnt

from the first phase can be constructively used in the second phase and previous
shortcomings, if any, be avoided.

The overall objective of the consultancy was:

• To enable the Ministry of Lands, Mines and Energy (MLME) to fulfil its mandatory statutory roles under the updated version of the Minerals and Mining Act and its envisaged regulations.

The specific objective of the consultancy was:

• To support MLME in developing a capacity development plan.

The overall objective of this assignment, which was implemented under the Malawi Agricultural Sector Wide Approach (ASWAp), was to conduct a functional analysis of the Ministry of Agriculture, Irrigation and Water Development (MoAIWD) in order to identify core functions for the Ministry to deliver and those to be outsourced, decentralized and delegated; and assess the impact, required capacity developments and associated risks in the delivery of services to the population.

The overall objective of this assignment is to contribute to support democracy, institution building
and transparency in Chad in the context of the country’s upcoming presidential elections currently
scheduled for 10 April 2016 (first round). Elements of this report may eventually be shared with Electoral Authorities and the Government of Chad.

The overall objective of the assignment was to assist the EU Delegation in the identification (phase 1) and the formulation (phase 2) of a Budget Support programme in support to the implementation of a five-year plan as well as the reform of the Tunisian public administration and public companies, which will be applied for financing for 2016.
The future programme was to contribute to the reform of the Tunisian public administration in order to reaffirm the role of the State in safeguarding the public interest and to enhance its effectiveness in the provision of public services to Tunisian citizens.

Worldwide thematic evaluation of the EU support to research and innovation for development in partner countries (2007-2013). It evaluated the design and the implementation of policies, strategies and sector programmes of the EU’s past and current support to research and innovation for development.
The main objectives of the evaluation were:

• to provide the relevant external co-operation services of the EU and the wider public with an independent assessment of the support provided to Research and Innovation for development over the period 2007-2013;
• to identify key lessons and forward-looking recommendations.
