The overall objective of the assignment was to assist the EU Delegation in the identification (phase 1) and the formulation (phase 2) of a Budget Support programme in support to the implementation of a five-year plan as well as the reform of Tunisian Public administration and public companies, which will be applied for financing for 2016.
The future programme was to contribute to the reform of the Tunisian public administration in order to reaffirm the role of the State in safeguarding the public interest, and to enhance its effectiveness in the provision of public services to Tunisian citizens.
Specific objectives were:

• To take stock of the Tunisian public sphere;
• To Formulate a detailed Support programme, demonstrating its relevance and coherence in line with the objectives and instruments of the EU and of the country, its feasibility, complementarity with other donors’ actions and with other ongoing or planned EU projects.
