Strengthen the effectiveness of Human Rights and the credibility of Justice and help improve local access to justice, the protection of human rights and stability

The purpose of this evaluation was to provide an independent assessment and evidence on the extent to which EU external action has contributed to the achievement of objectives and intended impacts of the EU’s policy towards local authorities (LAs) in enlargement and neighbourhood regions during the 2010-2018 period.

The main objectives of this evaluation were to provide the relevant services of the European Union and the interested stakeholders with:

• an overall independent assessment of the past performance of the 'Technical Cooperation Project in support of the Renewable Natural Resources Sector Bhutan', paying particular attention to its results measured against its expected objectives; and the reasons underpinning such results;
• key lessons learned, conclusions and related recommendations in order to improve current and future Actions.

The purpose of the Election Expert Mission (EEM) was to collect and analyse factual information, assess and report on the electoral process against international commitments, standards and good practice for democratic elections in line with the criteria contained in the Commission Communication on Electoral Assistance and Observation.

The purpose of this evaluation is to provide an independent assessment and evidence on the contribution of EU external action support in aspects of the policy area of migration. Its specific objectives are the following:

• To assess in both qualitative and quantitative terms the relevance, conditions of implementation and performance of EU external action support to migration;
• To address coherence of the EU external action projects/programmes framed also in the international context (e.g. UN related and non EU Member States) and achievement by the EU and the candidate countries for EU membership, the potential candidates and the partner countries of their respective commitments in these policy areas.
• To assess how EU external action support in the area of migration in the geographical focal areas, has changed in the aftermath of the 2015 structural shift associated with the so-called “refugee crisis.”
• To assess whether the EU's policy and operational response to the external dimension on migration triggered new approaches and rendered programmes and actions more effective, targeted and efficient.

This evaluation assessed the WFP Fresh Food Voucher (FFV) programme in the Amhara region of Ethiopia. The programme sought to improve the dietary diversity of pregnant and lactating women and children aged 6-23 months and stimulate the local fresh food market, inter alia, through the provision of mobile money vouchers redeemable for fresh foods at retailer traders.
This endline evaluation covered the period January 2018 to December 2020 and served the double purpose of accountability (performance and result assessment) and learning (why certain results occurred or not, lessons and good practices).
For this purpose, the evaluation team conducted a quantitative phone survey among more than 1,300 FFV beneficiary households and 140 traders, qualitative interviews and desk review. The analysis addressed the evaluation criteria of effectiveness, efficiency and sustainability, and mainstreamed gender throughout.

The main objective was to provide an independent assessment on the contribution of EU external action support in the policy area of gender equality and women empowerment (GEWE). This evaluation sought to be a stock- taking lesson-learning and forward-looking exercise, as well as an accurate assessment of achieved results in line with the objectives of the EU Gender Action Plan (GAP) II and other relevant overall policy frameworks such as the new approach on Women, Peace and Security Agenda, Agenda 2030, the New European Consensus for Development.

The main objectives of this evaluation are to provide the relevant services of the European Union and the interested stakeholders with:

• an overall independent assessment of the past performance of the Environmental Diplomacy project, paying particular attention to its intermediate results measured against its expected objectives; and the reasons underpinning such results;
• key lessons learned, conclusions and related recommendations in order to improve current and future Actions.

The general objective of the project of which this market is part is to contribute to an active role of the DRC in the processes of negotiation, development of policies and the implementation of commitments within the framework of the United Nations Framework Convention on Climate Change (UNFCCC) and the Convention on Biological Diversity (CBD).

The overall objective of lot 2 Framework Contract was to provide, as defined via individual assignments and contracted through specific contracts, short-term expertise to support electoral processes in partner countries.
