Formulation of the 11th EDF Justice Programme, Financed by the EU and the Kingdom of Sweden

The overall objective of the mission is to help revitalise the Justice Reform in the Democratic Republic of Congo (DRC).
The specific objective of the mission is to define exact outlines for the European Union’s intervention strategy in the Justice sector of the 11th EDF for the next five years. With this aim, the justice sector in DRC will be reviewed, and both the intervention priorities and the justice programme implementation methods will be defined.
Sector Review
During the mission, the experts will familiarize themselves with all the documents that can help to better formulate the programme.
The experts will meet all the actors in the sector, starting with the Ministry of Justice and Human Rights and the Supreme Judicial Council, the Permanent Commission for the Reform of Congolese Law, representatives of the Bar Association, academics and Congolese Civil Society Organisations (CSO). All key partners as well as those identified by the mission will also be met.
The mission will set aside a considerable amount of time to collaborate with the Focus Group of the Secretariat of Justice and Human Rights in order to get as acquainted as possible with the strategy prompted by the Justice Consultations.
Definition of intervention priorities
On the basis of previous analyses and given the intervention means of the EU and Sweden, the mission will recommend intervention priorities taking into account the guidelines defined in the NIP of the 11th EDF.
Definition of implementation methods
Based on the mid-term evaluation of PARJ and on results obtained after the Government change in December 2014, the mission will offer the institutional and operational set-up which best enables the implementation and monitoring of the programme to be improved.
