Mid-Term Evaluation of the ACP-EU Natural Disaster Risk Management in the CARIFORUM programme
The overall objective of the ACP-EU Natural Disaster Risk Management in the CARIFORUM programme of which this contract was a part was to reduce vulnerability to long term impacts of natural hazards, including the potential impacts of climate change, thereby achieving regional and national sustainable development and poverty reduction goals in the CARIFORUM States. The purpose of the programme was to strengthen regional, national and community level capacities for disaster risk reduction, preparedness, management and coordinated response to natural hazards and the effects of climate change.
The main objectives of the mid-term evaluation were to provide the relevant external co-operation services of the European Union, the CARIFORUM and the programme implementing partners with:
- an overall independent assessment of the past performance of the intervention (ACP-EU Natural Disaster Risk Management in the CARIFORUM programme), paying particularly attention to the results of the project against its objectives
- key lessons and recommendations in order to improve current and future action
- recommendations for a possible follow-up programme to be financed under the 11th EDF Regional programme and/or other source of funding
