The purpose of this mission was to collect factual information to assess whether an EU EOM to Zambia for the forthcoming general elections would be useful, advisable and feasible. Further, the objective of the ExM was to produce specific documents containing clear information and recommendations ahead of the HRVP's decision for the deployment of a possible EU EOM.
