Evaluation of the PEFESE programme in Tunisia

The specific objective of the PEFESE programme was to improve the internal and external efficiency of the general education system, the vocational education system and the higher education system with regard to the employability of its graduates. The programme results were structured in three components: (1) Quality and governance, (2), Career information and guidance systems and (3) Employability and partnerships with employers. Eleven performance indicators were used to monitor the performance of the Programme and the disbursement of the budget support component of the programme of an amount of 61,3 million euros. In parallel to the budget support, technical assistance projects for the three education sub-sectors were financed by the EU with a total amount of 3,7 million euros. They had the objective to prepare reforms and to strengthen capacities of education management staff.
The mission objective was to prepare a final evaluation of the Programme. The mission provided the counterparts at the Government of Tunisia, the EU Delegation and the implementing partners with clear, precise and independent information and analysis on the following issues:
  • An assessment of the final programme results that have been achieved, paying notably attention to the sustainability of impacts,
  • Draw conclusions on the lessons learnt through the project to feed into the formulation of future programmes financed by the EU or other financing institutions in the sector,
  • Facilitate decision-making on policies, strategies and priority actions regarding the three components, in particular for national and local stakeholders of the public sector, the private sector and the civil society.
