Support to the enhancement of visibility for the EU assistance programmes in Serbia
The global objective of the assignment was to provide information on the European Union to the citizens of Serbia in order to achieve a higher level of knowledge of the EU accession process, and a high level of visibility of EU activities in Serbia by rendering assistance to the EU Delegation in Serbia.
This framework contract was intended to provide assistance to the EU Delegation to increase the visibility of the EU in Serbia including its financial assistance by 1) analysing the state of affairs in the country, 2) preparing the terms of reference of a new technical assistance project (for the beneficiary Serbian EU integration office) for EU visibility enhancing with particular attention to IPA projects, 3) drafting recommendations on the way forward relevant to IPA project visibility, 4) provide professional assistance on the ground including improving media relations, 5) draft IPA-relevant project success stories stemming from projects implemented to date, and 6) provide training to beneficiaries of the Cross Border Cooperation (CBC) programmes.
The specific objectives of this assignment were to:
1. Support to the enhancement of visibility for the EU assistance programmes through preparing the terms of reference for an upcoming service contract financed from the IPA 2015 programme for Serbia to be tendered in 2016;
2. Provide assistance to the EU delegation operational and press and information sections with the ongoing EU visibility efforts relevant to the refugee crisis by liaising with the project implementing partners providing assistance to refugees and the national authorities in handling the crisis and preparing information and stories relevant to these projects;
3. Provide training to the beneficiaries of the Cross Border Cooperation programmes and support to the enhancement of visibility for the EU assistance programmes by drafting at least 50 IPA/CBC-relevant project success stories;
4. Analyse the state of affairs in Serbia relevant to EU financial assistance visibility and draft recommendations on the way forward relevant to the Instrument for Pre-Accession (IPA) with particular emphasis to its component II within the IPA I programmes – the and CBC project visibility.
