Review of strategic evaluations managed by DEVCO (linked to the Cotonou Partnership Agreement and cooperation with ACP Group of States); Contract extension: Review of strategic evaluations managed by DEVCO (linked to the European Consensus for Development)
The review examined the Cotonou Partnership Agreement (CPA) that defines the EU cooperation with the African, Caribbean and Pacific (ACP) Group of States, reconstructed intervention logics for three pillars (political, economic and development cooperation (incl. human and social dimension), revised Evauation Questios (EQs) and Judgment Criteria (JCs), and analysed evaluation reports in order to:
- identify qualified evidence linked to achievement of the objectives of the CPA in the 111 evaluation reports (country, regional, thematic, aid modalities) managed by DG DEVCO 2000 - 2015,
- examine achievements according to DAC criteria, namely relevance, effectiveness, efficiency, coherence and EU added value,
- make conclusions about evolution and trends throughout the existence of the CPA,
- conclude main lessons learnt from the evaluations, and
- indicate gaps of information and suggest ways to fill them.
In view of the approaching negotiations between the EU and its Member States and the ACP Group of States, DG DEVCO and EEAS conducted a comprehensive evaluation of the current partnership.

The "Evaluation of the Cotonou Partnership Agreement" document that can be found on this link: https://ec.europa.eu/europeaid/policies/european-development-policy/acp-eu-partnership-after-2020_en is a document prepared by the Commission that was fed by the review conducted by Particip to a substantial extent.
The contract extension focused on a review of additional 34 evaluations conducted from 2007 to 2016 linked to the European Consensus for Development and integrated the previous review. It was embedded in the EU efforts (especially the third one) at implementing Agenda 2030, which consisted of:
- Designing a new approach towards economic growth and social and environmental sustainability beyond 2020 that is being outlined in the Commission Work Programme for 2016;
- Developing a strategic approach with a global vision for a more stable, prosperous and secure world that is being developed in the EU Global Strategy on Foreign and Security Policy; and
- Reviewing and updating the EU development co-operation policy.
A separate task was to conduct a quantitative analysis of the Commission aid flows and programmed funds (committments & disbursements), which helped assess the implementation of principles of differentiation/graduation and concentration in the periods 2007-2013 and 2014-2020.
