The overall objective of the mission is to measure the effectiveness and efficiency of the programme after a critical assessment of the results achieved.
The main objectives of the evaluation are to present to the relevant external cooperation departments of the European Union, to the partner government and, where appropriate, to the general public:

• an independent overall assessment of the results of the Support Project for the Reform and Modernisation of the Judicial and Penitentiary System (PARMSJP), with particular emphasis on the results of the project in relation to its objectives;
• an assessment of the European Union's general support for the justice sector in Côte d'Ivoire between 2011 and 2015
• the main lessons learned from the intervention and recommendations for improving current measures and future actions.
