The institutional support project to the regionalisation process in Mali (PAIR) is financed by the European Union and implemented by the BTC. It aims at supporting the regionalisation process in Mali in order to foster the regional economic development.
The Mid-term Review provided answers to "how" and "why" questions and was essential for assessing the value of the achieved results and of the implementation process of the whole intervention. Consequently, the MTR’s function was:
- to support management. On the basis of profound analyses, the review proposes useful and evidence based recommendations. Thus, the review supports strategic and operational decision-making and, as a consequence, the management of interventions;
- to contribute to learning. By analysing the development process, the review allows to identify things that work, things that don’t and why, thus providing valuable lessons for other interventions or for the design of new policies and strategies for future programmes;
- to assure accountability towards the donor, partner and other internal actors by supplying an external assessment of the progress made and the results achieved so far.
