Participatory Development Programme in Urban Areas (PDP)

The general objective of this assignment was to evaluate and assess Concept Notes and Full Applications from Private Companies, Non-Governmental Organisations and Local Authorities under the Participatory Development Programme (PDP) Third Call for Proposals.
In the framework of the criteria established in the PDP 3rd CfP, the specific objectives which contributed to the general objective were:
  • check the administrative compliance of Concept Notes;
  • check and select the Concept Notes that meet the administrative compliance and eligibility criteria described in the Guidelines for Grant Applicants and assess their technical and financial quality. Selected Concept Notes holders were asked to deliver full technical and financial proposals;
  • check the administrative compliance of Full Applications;
  • check and select the Full Applications that meet the administrative compliance and eligibility criteria described in the Guidelines for grant applicants and assess their technical and financial quality;
  • identify projects to be selected for funding.
The objective of the Call for Proposals was to work towards better living conditions of the poor urban population living in deprived informal areas - especially for youth and women - through improved socio-economic conditions, increased service delivery as well as enhanced environmental protection (incl. solid waste management, climate change adaptation and mitigation) through civil society organizations, supported by the local community.
