Drafting of a Capacity Development Plan for the Ministry of Lands, Mines and Energy
The overall objective of the consultancy was:
- To enable the Ministry of Lands, Mines and Energy (MLME) to fulfil its mandatory statutory roles under the updated version of the Minerals and Mining Act and its envisaged regulations.
The specific objective of the consultancy was:
- To support MLME in developing a capacity development plan.
The prior analysis included a functional, organizational and procedural review by means of empirical (quantitative and qualitative) analysis and took into account Government priorities, strategic documents of MLME and the updated regulatory framework. The human capacity development component of the overall plan built on a thorough training needs analysis, including a stock-take of existing competencies and capacities within MLME.
The capacity development plan was intended to function as the basis for coordinating support initiatives funded by both, the Government budget and development partners. To this end, it lists a number of detailed capacity development initiatives in identified priority areas. The plan was designed in the form of a road map, including:
- Activities for the validation of the Capacity Development Plan Proposal and launch of first actions;
- Actions for realizing existing development potential within the MLME and
- Actions for strengthening capacities for the future in the medium- and long-term perspective.
The capacity development plan was complemented by a set of recommendations focussing on:
- The adjustment of organizational structures, including proposed changes in the Ministry’s organogram;
- The strengthening of process management and
- The development of human capacities among the Ministry’s staff.
