Policy Evaluation: The Dutch Food Security Programme 2012-2015. Four impact country case studies of Dutch food security programmes. Case 1: Ethiopia and the Integrated Seed Sector Development project
This impact evaluation fed into the policy evaluation of the Dutch food security programme 2012-2015. The Ethiopia case study covered:
1) An impact evaluation of the Dutch food security country programme, and
2) An impact evaluation of one food security project with household level effects within the Dutch food security programme.
The objective of this impact evaluation was to provide input for the policy review of the Dutch food security programme 2012-2015. The policy review served accountability of the ministry to parliament, and learning for policy development. This external and independent impact evaluation above all provided evidence of the contribution of the Dutch-funded interventions to food security impact.
The evaluation involved:
- an inception phase at the end of 2013;
- a baseline survey early 2014;
- an impact survey early 2016;
- and an analysis and interpretation phase, also early 2016.
