The global objective of this assignment was to strengthen the capacity of the Ministry of Energy, Development and Environment (MEDEP) to implement EU legislation pertaining to environmental monitoring and nature protection.
The specific objective was to develop/confirm the rationale for the proposed IPA 2012 environment measures, to prepare tender documents for procurement of linked services and supplies and to assist in completing the procurement process for supplies.
Under this contract Terms of Reference and technical specifictions were developed in the following thematic fields:

• Water Quality Monitoring to be fully integrated into a national Surface Water Quality Monitoring Network according to the EU Water Framework Directive
• Air Quality monitoring according to requirements of EU air protection legislation
• Central Natura 2000 database in accordance with the EU Habitats and Birds Directive
• Efficient wildlife trade control according to Convention on International Trade in Endangered Species
