Mid-term evaluation of the ‘United for Peace and Security’ programme in DRC
The overall objective of this evaluation is twofold:
- To provide the relevant European Union services and interested stakeholders with an independent comprehensive assessment of the performance of the ‘Implementation of the Action for Peace and Security’ initiative, paying particular attention to its various levels of results measured against its expected objectives, and the reasons underlying these results; and
- Identify the main lessons learned, conclusions and recommendations that can be drawn from this in order to inform decision-makers on how to improve current and future interventions.
The specific objectives of this evaluation are:
- Conduct a desk review and analyse all existing documents and data on the project and its environment
- Conduct a field study to assess the programme's performance, including interviews with key informants and discussions with target groups in the project's areas of intervention
- Organise and facilitate a debriefing meeting in Kinshasa. The preliminary results of the field mission will be presented to the UNDE and other interested parties as appropriate.
