The main objectives of this evaluation are to provide the European Union departments concerned, interested stakeholders and the general public with:
- an overall independent analysis of the performance of the Global Climate Change Alliance Programme in Mali phase 2 (GCCA-Mali2), paying particular attention to its different levels of results in comparison with its expected objectives, and the reasons for these results;
- the main lessons learned, conclusions and recommendations to improve current and future interventions.
