Senior Governance Consultancy with Particular Emphasis on mainstreaming and promotion of Rights Based Approaches and inclusive governance in Armenia

The global objective of the contract was to promote the Rights Based Approach (RBA) and raise awareness on their relevance to the ongoing governance reform processes, and to further strengthen the capacity of civil society, government and private sector actors in Armenia in integrating and promoting a rights-based approach in their internal governance as well as in engagements with their constituencies.
The purpose of the assignment was to provide for the EU Delegation to Armenia and other EU institutions monthly updates on the ongoing governance transition process, particularly in relation to promotion of gender equality and Leaving No-one Behind, promotion of RBA and participatory democracy.
The Adviser recruited under this contract followed and reported on a number of governance reforms incl. the recently adopted Gender Strategy and Action Plan, discussions on the draft Labour Code as well as electoral reform developments and report on these to the EU Delegation to Armenia. The expert worked closely with the EU Delegation on specific tasks, such as advice on how to promote RBA and Leaving No-one Behind in EU cooperation as well as provide suggestions for further targeted assistance.
The consultant launched further training of and consultations with civil society organisations (primarily but support to government and private sector actors can be included) on the promotion of rights-based approaches, preferably with identification of champions and ToTs.
