Exploratory Mission (ExM) to Timor Leste
The objective of the mission was to assess and report to the European External Action Service (EEAS) and the European Commission (EC FPI) whether a deployment of an EU Election Observation Mission (EU EOM) to Timor-Leste for the forthcoming General Elections (foreseen for February 2017) would be useful, advisable and feasible. Moreover, the objective of the ExM was to produce specific documents containing clear information and recommendations ahead of the HRVP's decision on the deployment of a possible EU EOM.

The Chapeau contract concerned the external financing instruments (EFIs) of the European Union. It was an overarching contract comprising several individual external financing instrument evaluations, a Coherence Report of the EFIs, and the process of co-ordination across all the EFIs.
The objective of each of the individual EFI evaluations was:
  • to provide the relevant external relations services of the European Union and the wider public with an independent assessment of the European Union's EFIs, including complementarities/synergies between the given EFI and each of the other EFIs.
  • to inform the programming and implementation of the current EFIs, as well as the next generation of the EFIs.

Technical Assistance to support the implementation of PE2 Justice Support Project (JSP)
This request was part of the Justice Support Project of which the general objective was to contribute to strengthening the rule of law and the promotion of democracy in Benin by improving governance, fighting corruption and respecting human rights.
Its specific objective was to help Benin improve both access to fair and high quality justice, and the detention and reintegration conditions of prisoners. In doing so, the JSP has supported the implementation of the sectoral policy in the field of justice by addressing the above three major problems identified, through: modernising the central administration of the Ministry of Justice, Legislation and Human Rights (MJLHR); ensuring better access to justice; and improving detention conditions with the aim of aligning them to international standards and contributing to the reintegration of prisoners.

Binational Technical Assistance Program: Support to Binational Transboundary Cooperation in the areas of trade, environment and local development
The general objective of the Binational Programme was the promotion of socioeconomic development in the two countries, in the border regions and in the Northern Corridor of the Island. It aimed thus to contribute to enhance the regional partnership of those two countries.
The Binational Programme consisted of two programmes with two distinct Financing Agreements. The first programme, whose coordination was assured by the National Authorising Officer in Haiti, was in the areas of trade, environment / local development and in the reinforcement of the Joint Bilateral Commission. The second programme, coordinated by the National Authorising Officer of the Dominican Republic, aimed to reinforce the infrastructure in the Northern Corridor.

Evaluation of the European neighbourhood instrument (ENI)
The European Neighbourhood Instrument (ENI) aims to develop closer relations between the EU and its neighbouring countries (6 in Eastern Europe and 10 in North Africa and the Middle East). To that end, the ENI evaluation is designed to assess whether ENI is fit for purpose to deliver EU resources towards EU’s external policy, both at the start of the planning period (2014) and currently, and will consider the place of ENI – its complementarities and synergies – within the wider set of external financing instruments (EFIs). Together with other independent evaluations of each EFI, the ENI evaluation will feed into the Mid Term Review Report of the EFIs required by the Common Implementing Regulation (CIR) by end December 2017.
