Project

Support to tri-partite cooperation on crises assessments (RPBA, PDNA, PRNA)

Trained Roster of Deployable Non-Key Experts for Post Crisis Assessments

Position

Deployable Non-Key Experts for Post Crisis Assessments

Project description

The primary objective is to identify and train a roster of mid-level professionals as deployable non-key experts.

Since 2013 EU has been supporting tripartite post-crisis assessments through two Senior Advisors (Key Experts) and numerous non-key experts. The non-key experts (NKEs) have been deployed for short-term technical assistance to support assessments in disaster and conflict related settings (for example gender mainstreaming and analysis, governance, conflict analysis, education, agriculture, infrastructure, livelihood and health). The combination of skills as well as the familiarity of the assessment methodologies means that to date there are a limited number of experts whose profiles match the needs. This is given more emphasis by the recent Operational Note that updates the modalities for the tripartite cooperation.

Job description

  • Experts will take part in a 2-day online “training in assessment methodology”, led by senior advisors, covering assessment tools and practices, tripartite mandates and EU perspectives.
  • Field Deployment: Each expert to complete at least one mentored deployment to gain practical field experience.
  • The key experts will draft a brief summary report outlining the training outcomes, participant details, feedback received, lessons learned, and a recommendation for each expert regarding the type of assessment they are best suited for.

Requirements

  • Experience: Experts will need a minimum 2-3 years of experience, preferably gained living and working in recovery/rehabilitation/reconstruction contexts in developing countries, and with a preference for experience with multilaterals.
  • Language skills: Ability to write in English will be a pre-requisite for all candidates given that reports are generally written and published in English. The pool of candidates will consider those able to work in Arabic, French and Spanish. Other language skills will also be an advantage.
  • Geography: The undertaking of assessments is not predictable, and the pool of experts should be able to work in all parts of the world. The pool of experts will ideally represent the geographies where assessments may take place (Anglophone and Francophone Africa, MENA, LAC, and Southeast Asia).
  • Coordination: Whilst all assignments require coordination with government and partners, some require clearer coordination skills such as when leading a thematic or sectoral pillar. The pool should include candidates with these skills.
  • Thematic expertise: Whilst the specific needs of each assessment differ, and the thematic priorities of each EUD may differ, the pool will include those with expertise in areas often required, specifically: (a) conflict sensitivity, (b) agriculture, (c) governance (d) climate change/environment, (e) WASH, (f) transport, and (g) gender.

Additional information

  • Duration: Through the end of the project.
  • Foreseen starting date: As soon as a suitable group of experts has been identified or as may be required based on availability of missions.
  • Location of assignment(s): The training will be home-based with deployments on field assessments.
