Project description

The purpose of this contract is to provide Technical Assistance (TA) to support the EU Delegation to Zambia and COMESA in the implementation of the Team Europe - Country CSO Roadmap (2026-28). The technical assistance will support the implementation of the CSO Road Map and will facilitate and support CSO engagement in all three priority areas of the EU-Zambia MIP. The TA will also facilitate consultations with civil society, ensuring that the outcomes meaningfully inform the upcoming EU–Zambia strategy for the next programming cycle.
The TA Team will also support the facilitation of dialogue engagements between the EU and its Member States, as well as with the Government of Zambia and the private sector, contributing to the EU–Zambia 360° approach to programming. The ultimate objective is to ensure that CSOs actively contribute to policy development and dialogue on EU–Zambia priorities, including the Global Gateway initiative. Moreover, the TA should function as a flexible mechanism capable of responding to the needs and requests of the EU Delegation to Zambia, COMESA, and civil society organisations, in line with the scope of these TORs.

The global objective is to support the implementation of the Team Europe Country Civil Society Organisations’ Roadmap (the EU-CSO Roadmap, 2026-2028) for engagement with Civil Society in Zambia.  

The specific objectives are to:

  • Strengthen institutional and operational capacities of Zambian civil society organisations—including both EU grant recipients and non-recipients, through targeted training and technical support 
  • Support CSOs’ engagement in the identified Global Gateway initiatives for Zambia and other national development priority sectors
  • Design and support a meaningful structured dialogue that features the EU and its Member States and the CSOs, as well as includes other actors, like government, private sector, etc. as needed.

Job description

  • Provides expertise in designing, implementing, and monitoring interventions that strengthen civil society organisations (CSOs); enhance advocacy capacities; foster inclusive participation in policy dialogue
  • Work closely with: CSOs, Government institutions, Donors, Other stakeholders
  • Ensure project objectives are delivered using a: Rights-based approach, Gender-sensitive approach, Participatory approach
  • Occasional travel to Lusaka and provinces is required

    Requirements

    Education:

    • At least University master’s degree in development studies, Political Science, Law, International Relations, Sociology, Economics and/or in a relevant field.
    General professional experience:
    • At least 5 years of relevant work experience in the Development sector, with evidence of cooperation with civil society (minimum requirement).
    Specific professional experience: 
    • At least 5 years of relevant work experience in the design, implementation, monitoring and evaluation of civil society projects/programmes (minimum requirement) 
    • Familiarity with civil society grant contracts, especially EU funded, 
    • Successful experience in the formulation or implementation of cooperation programmes funded by international donors or international financial institutions 
    • Field experience in working in Sub-Saharan and/or Southern Africa, whilst experience in Zambia will be an asset.
    Other qualifications and skills:
    • Good knowledge of EU programming procedures for cooperation projects.
    • Sound knowledge of the Zambian civil society landscape.
    • Master in using Microsoft programmes, internet, social media
    • Training in coaching/training people.
    Soft skills: 
    • Excellent facilitation and communication skills.
    • Teamwork and management skills
    • Organisational and analytical skills
    Language skills:
    • Full working knowledge of English
    • Excellent report writing skills in the English language
    • Fluent in at least two Zambian local languages (especially those spoken in the Copperbelt, Lusaka and North-Western Provinces).
