Project description

The EU-China Policy Support Facility aims to enhance bilateral relations between the European Union and China by supporting high-level policy dialogues and strategic engagements in key areas of mutual interest. This project will involve organizing conferences, seminars, technical visits, and other institutional exchanges to foster collaboration and understanding. It will also include the preparation of thematic studies and the provision of technical expertise to advise EU and Chinese stakeholders on strategic priorities, such as economic, trade, environmental, and social issues. By facilitating these activities, the project seeks to improve the coordination and effectiveness of dialogues, enabling both parties to address global challenges and promote core EU values, such as human rights, democracy, and fair competition.
The overall objective (Impact) to which this project contributes is to increase the resilience and balance of the EU bilateral relations with China in strategic sectors of interest.
The specific objective (Outcome) of this project is to strengthen the effectiveness of the high-level exchanges and bilateral dialogues between EU and China with flexible, ad-hoc technical support in view of emerging priorities and relevant policy developments.
The project will be implemented primarily in China, with some activities potentially taking place in the EU or other regions. Key stakeholders include EU institutions, Chinese national and local governments, academia, civil society, and business organizations.

Requirements

Qualifications and skills

  • University degree at master's level (or equivalent), attested by a diploma, in a  discipline relevant to this assignment such as social sciences, environment studies, technical studies, European and / or China studies, Or in its absence, University degree at bachelor's level (or equivalent), attested by a diploma and an additional five years of relevant general professional experience in addition to the minimum number of 5 years of general professional experience required (10 years’ experience in total).
  • Excellent communication skills, both written and oral
  • High proficiency of English both written and oral, at least at CEFR-level C1, to be demonstrated by certificate or by past relevant experience
  • Knowledge of the Chinese language, at least at CEFR-level B2, to be demonstrated by certificate or by past relevant experience is an asset.
General professional experience
  • At least 5 years of general professional experience in project management, consulting  services, public policies, international relations, etc.
Specific professional experience
  • At least 2 years of experience in sectors relevant to this assignment such as economics and trade, environment and climate change, water management, sustainable agriculture, investment and finance, digital transition, research and innovation, energy.
  • Experience of working relationships with relevant Chinese stakeholders and target groups is an asset
  • Knowledge of the EU and/or EU Member States’ cooperation with China is an asset.
