Implementation of the Strategic Communications Plan of the Delegation of the EU to the Philippines is a project funded by the European Union and implemented by Particip.

The overall objective of the project is to enhance the EU's reputation and influence as a strategic and reliable partner to the Philippines, through more effective communication and stakeholder engagement on the EU's principles and values, external policies and actions, by implementing the Strategic Communications Plan of the Delegation of the EU to the Philippines.

More specifically, this assignment will focus on the provision of multimedia support to the Technical Assistance (TA) Team.

Scope of work

The Multimedia Developer is responsible for developing the creative production, implementation, and processes for static 2-D and 3-D illustration based graphics and motion graphics videos. The position collaborates with the project team, delivery team, and marketing teams to execute the strategic vision and to provide timely, consistent, and high-quality motion graphic work as requested by the stakeholders. We are looking for a creative, organized, and highly motivated team member who brings a strong design aesthetic and enjoys working in a fast-paced and collaborative environment. In order to expand the impact of our digital outreach and engagement, we are looking for a visual storyteller with really strong video editing and creative skills for a variety of tools for posting online and production of collaterals (bags, posters etc). The requirement for this role will be to work with the project team including the creative director and digital marketing expert in creating 2D and 3D illustrations, character designs, illustrative scenes and art, graphics / vectors, explainer videos (starting from storyboarding to composition and animation), 3D videos using motion tracking, and basic video editing. This role will also coordinate and support product management and instructional design teams in creating compelling output stories in the form of graphics and media assets

Primary/key responsibilities will be to develop high quality creative materials  for the client’s social media outreach for its partnership-themed content and visibility products for priority programmes, including green and circular economy, governance, justice and human rights.
 The resource should be open to helping out the project team with the translation of complex ideas into simple to read and easy to understand design materials. 

Required:

  • To be proficient at design, art, visualization and storyboarding 
  • Have profound skills at Adobe After Effects, Adobe Illustrator, Photoshop, Indesign and Premiere Pro 
  • Good skills in creating static assets such as graphics, illustrations and curating images as per branding 
  • Should have expert hold on tools like Photoshop, Indesign and Illustrator 
  • Should be efficient and fast when it comes to delivery 
  • Ability to work as an individual contributor and as a flexible, supportive team member 
  • To be innovative and good at interacting while addressing to all given tasks 
  • Good hands-on knowledge on other content creation tools (Powtoons, Vyond, Sparkol and any other whiteboard video development tool) 
  • Good knowledge in sound and picture editing skills and 3D animation 
  • Good in Dynamics and Monograph 
  • Good at 3D and 2D tracking 
  • Good at compositing 
  • Good with 3D pass compositing 
  • Good at compositing live and CG footage 

Outputs and deliverables

The required outputs/deliverables are: 
  • Graphics, vectors, and 2D/3D illustrations, for online collaterals and print production. 
  • Production of collaterals (bags, posters, etc.) 
  • Edited video outputs.  
  • Other such ad hoc materials, per the client’s directive.

Requirements

General qualification and skills 

  • A Bachelor Degree/Master’s Degree in Multimedia Arts or, in its absence, equivalent professional experience. 
  • Fluency in spoken and written English is a must 
  • Have profound skills at Adobe After Effects, Adobe Illustrator, Photoshop, Indesign and Premiere Pro. 
  • Good hands-on knowledge on other content creation tools (Powtoons, Vyond, Sparkol and any other whiteboard video development tool) 
General professional experience 
  • To have a multimedia background, either from past work experience or education. 
  • A minimum of 3 years of relevant experience with a combination of Visual Effects coordination and production experience. 
  • A demo-reel/portfolio is critical for showcasing your skills 
  • Creatively sound in understanding branding guidelines 
  • Good communication skills and can easily translate the storyboard and instructions 
  • Fast-paced and communicative on effort estimates with industry benchmarks 
Specific professional experience 
  • Prior experience working with any development sector organization or project is must. 
  • Good knowledge in sound and picture editing skills and 3D animation. 
  • Good in Dynamics and Monograph. 
  • Good at 3D and 2D tracking. 
  • Good at compositing. 
  • Good with 3D pass compositing. 
  • Good at compositing live and CG footage. 

Additional information

The assignment is expected to begin on September 2024, to be spread out until the end of December 2027.  Particip reserves the right to postpone the start or end date of the assignment based on the timetable of the partner stakeholder if deemed necessary. 

The Project is based in Manila, Philippines.
