A current flagship in the EU’s portfolio in South Africa, the “Dialogue Facility” (https://www.dialoguefacility.org/) will be continued in the form of the Dialogue Facility 3.0. This much-hailed programme enables demand-driven knowledge exchange and dialogues towards strengthened policy development capacities. The Dialogue Facility successfully brings the aspirations of the EU-SA Strategic Partnership to a very concrete level as it brings together institutions and individuals. It will be adapted and updated from its current model. The specific objective of the contract will be to provide technical assistance in the form of a Programme Management Unit (PMU) to support the implementation of the EU-South Africa Dialogue Facility 3.0 that aims to encourage and respond to requests, mainly from South African Departments of the Government, for policy dialogues with the EU in various areas. Requests for policy dialogues are arranged through regular calls for proposals organised by the PMU

Job description

The Team Leader will be responsible for overseeing the substantive, organisational and managerial aspects of the PMU for the EU-SA Dialogue Facility 3.0. This includes in particular:

  • pro-active engagement of EU stakeholders (EU Delegation and relevant DGs) for strategic direction of the Dialogue Facility 3.0;
  • communication and coordination with potential applicants (incl. government and NGOs) for the EU-South Africa Dialogue Facility 3.0 under the guidance of the project's Steering Committee;
  • steering of visibility and outreach activities;
  • efficient coordination of overall project activities (notably the organisation of calls for proposals);
  • responsibility of day-to-day management of the project;
  • achievement of the project's objectives and expected results;
  • sound management of the budget entrusted to the PMU;
  • administrative management of the PMU office;
  • reporting on a monthly basis on progress in the programme's implementation, including on financial aspects.
He/she will maintain close contact with the Contracting Authority, the Department for International Relations and Cooperation and the National Treasury.

Requirements

Qualifications and skills

  • At least Master's Degree (or equivalent diploma) in a subject relevant to development cooperation (indicatively economics, political science, international relations, social sciences, law) or equivalent professional experience of minimum 5 years in development work, in addition to the minimum general professional experience requirement mentioned below)
  • Fluency in English (at least C1 level) is a must, fluency in Zulu, Xhosa or Afrikaans (B2 level) is considered an asset
  • Outstanding diplomacy, communication, leadership and facilitation skills
  • Strong analytical and computer literacy skills
 General professional experience
  • At least 15 years of professional experience in South Africa, including:
    • minimum 6 years in international development collaboration;
    • minimum 5 years of team leading or management positions, preferably in the context of policy dialogue, strategic political communication or people-to-people exchange
 Specific professional experience
  • Proven experience of supporting policy dialogue with African partner countries;
  • Knowledge of EU sectoral policies and external cooperation for strategic partnerships
