Project description
The GIZ project “Public Finance Reform – 2030 Agenda” (hereinafter “the project”) provides technical assistance to the Government of Serbia in the area of public financial management, amongst others by supporting key measures from its Public Financial Management Reform Programme (PFM RP). It further fosters public participation, as well as the mainstreaming and monitoring of the 2030 Agenda in Serbia.
- Output 1: Strengthening Internal Financial Control
- Output 2: Strengthening the functioning and efficiency of the PFM System
The assignment encompasses the provision of three pools of STEs:
- One pool of internationally experienced PFM experts
- One pool of locally/regionally (Western Balkans) experienced PFM experts to provideexpertise required to implement any PFM reform activities
- One pool of locally/regionally experienced (Western Balkans) IT experts to support IT related reforms of the PFM system.
A long-term national expert, referred to as the “pool manager” will be responsible for the operational management of the short-term expert pools.
Job description
- Strengthening partner organisations in, among others, the areas of Internal Control, Budget, Domestic Revenue Mobilisation
- Strengthening partners’ capacities in organizational development
- Provide technical assistance on challenges deriving from the EU accession in the abovementioned areas
- Development and implementation of methodological sound training modules and train the-trainer concepts based on proven didactic
- concepts
- Delivery of trainings (both online and in person), training on-the-job, mentoring of partners’ staff;
- Ensuring long-term anchoring of the knowledge
Requirements
- Master’s degree (or equivalent) in: Economics, Public Administration, Public Finance, Politics, Business Administration, Social Sciences or Law
- Excellent knowledge (C1 level in the Common European Framework of Reference for Languages) in English and Serbian
- 8 years of work experience in advisory work and capacity development
- 5 years of work experience in governance, public financial management, taxation, (public) accountability, financial control, EU accession process
- 5 years of work experience in the Western Balkans (Republic of Albania, Bosnia and Herzegovina, Montenegro, Republic of Kosovo, Republic of North Macedonia or Republic of Serbia)
