Project description

Particip is preparing a tender for a major framework contract with the European Climate, Infrastructure and Environment Executive Agency (CINEA) to support the implementation of the EU LIFE Programme through monitoring, thematic support and communication activities. LIFE is the EU’s funding instrument for environment, nature, climate action and clean energy, supporting projects on topics such as biodiversity, circular economy, pollution reduction, climate mitigation and adaptation, energy efficiency and renewable energy.
For the communication component, we are seeking a Communication and social media expert (Community Manager) for a long-term, full-time assignment based in Brussels, expected to start around June 2027.

Job description

The Communication and Social media expert will support CINEA in the day-to-day management of the LIFE Programme’s digital and social media presence (approximately 10 social media activities per day) and will act as the main contact point for social media-related matters. The role will cover the LIFE channels currently including LinkedIn, Instagram, X, Facebook and YouTube, with responsibility for planning, publishing, monitoring and analysing social media activities and ensuring coherent messaging across channels.
The expert will work closely with the wider communication team to develop and implement social media campaigns, strengthen audience engagement, adapt content to different target groups, monitor performance and recommend improvements.
The role also includes producing digital content such as visuals, carousels, infographics, animations and videos, managing the LIFE YouTube channel, sourcing communication material from LIFE projects and ensuring compliance with copyright requirements.
In addition, the Community Manager will contribute to the monthly LIFE newsletter and monthly communication updates for the relevant European Commission community, including analysis of results and suggestions for strategy, content and visual improvements.

Requirements

University degree in a relevant discipline such as Journalism, Communication, Graphic Design, Digital Marketing, Sustainability, Environment, Political Science, climate studies or similar.
At least 5 years of experience in managing social media accounts related to at least one of the following: think-tanks, EU-funded projects, European associations, federations or public institutions and contributing to communication projects or projects with activities such as digital communication and social media tools. This experience must include management of LinkedIn and Instagram accounts of a least 6 months, and the production of visuals for social media engagement.
Demonstrated experience or knowledge of EU Web guide, GDPR and IPR requirements is an asset.
Experience of working independently with various stakeholders, notably donors, public authorities, NGOs in a multi-cultural context.
Experience in advising clients for appropriate social media community management approach.
Native-level or C2 English knowledge, knowledge of another EU language at C1 level according to the European Framework of Reference for Languages http://www.coe.int/t/dg4/linguistic/Cadre1_en.asp.
Ability to work independently and manage all aspects of online engagement, while also collaborating effectively with internal teams.

One CV, listing relevant work experience and relevant higher education degrees.
A language certificate or past relevant working experience in English (and other EU languages, where applicable) of 5 years.
