Evaluation of ICI cooperation in Asia
The evaluation examined 12 projects funded by the Institutional Cooperation Instrument (ICI) across Central Asia (Uzbekistan, Tajikistan, Kyrgyzstan), Vietnam, Nepal, and Indonesia. Its primary goal was to provide objective insights that would enhance accountability, foster learning, and support informed decision-making. The evaluation utilised the OECD DAC criteria, with a specific focus on assessing the effectiveness, impact, and sustainability of these projects. This process involved conducting in-depth reviews of each of the 12 projects, which were implemented by key Finnish institutions, offering a comprehensive analysis of their achievements, challenges, and overall outcomes.
