This project will support the planning and execution of multiannual strategic communication campaigns in an effective way on a Caribbean-wide, regional scale.
This should ensure more impactful communication on the EU’s international partnerships’ objectives and external policy priorities.
The facility should contribute to raising awareness and shaping positive perception of the EU and its role in the Caribbean.

The key expert/team leader will be responsible for coordinating the work conducted under this service contract and for ensuring the timely delivery of the requested services described in the terms of reference, including quality control.
Full-time position (640 working days over 3 calendar years)
Qualifications and skills
A minimum of 12 years of professional experience in advertising, marketing, content marketing or 360° campaigns.
Specific professional experience
Within the above 12 years of professional experience required, the expert has to demonstrate:
- Master’s degree in advertising, marketing, content marketing, media communications, or campaigning or any other fields relevant to this assignment, or a Bachelor's degree in the same fields plus 4 years of relevant experience in addition to the 12 years professional experience;
- Proficiency in English (oral and written).
A minimum of 12 years of professional experience in advertising, marketing, content marketing or 360° campaigns.
Specific professional experience
Within the above 12 years of professional experience required, the expert has to demonstrate:
- A minimum of two years of experience as a team leader in overseeing and coordinating relevant activities; or equivalent multiple short-term assignments totalling 24 months;
- A minimum of two years in managing campaigns; or equivalent assignments totalling 24 months;
- A minimum of two years in work with the public sector (preferable) or with implementors of actions financed through public funds; or equivalent assignments totalling 24 months;
- Demonstrated experience working across multiple Caribbean countries is required. Proven access to local expertise networks in the region will be considered a strong advantage.

Particip GmbH is preparing a proposal for the GIZ-funded Revenue Sector Reform for Sustainable Development (RSRSD) project in Nepal. The project supports Nepal's Ministry of Finance and Inland Revenue Department in strengthening revenue policy, modernising tax administration, accelerating digital transformation and improving taxpayer services. Technical assistance will be delivered through demand-driven short-term expert assignments covering domestic resource mobilisation (DRM), public financial management (PFM), digitalisation and institutional capacity development.
Particip is establishing an international pool of senior short-term experts to support the implementation of the project. Experts will be mobilised on demand to provide technical assistance, policy advice, studies, capacity development, training, quality assurance and institutional support. We are particularly looking for experts in the following DRM and PFM sub-fields:
- Tax Administration – including tax audits, TADAT, tax administration reform, change management, implementation of BEPS reforms, Exchange of Information standards (CRS/FATCA) and modernisation of tax administrations.
- Tax Law & Policy – including international taxation, tax policy reform, tax legislation, tax expenditure analysis and revenue policy.
- Public Financial Management – including PEFA, revenue forecasting, public procurement, public investment management and debt management.
- Illicit Financial Flows – including FATF standards, AML/CFT, financial transparency and related policy reforms.
- Digitalisation of Revenue Administration – including enterprise tax systems, digital tax audits, customs and excise systems, data warehouses, data analytics and digital transformation of tax administrations.
Applicants should preferably have:
- Master's degree in economics, public finance, law, accounting, political science, international trade or another relevant discipline.
- At least 10 years of professional experience in public sector advisory services and/or capacity development.

The Facility will provide short- and medium-term technical assistance supporting EU cooperation across peace and governance, education, sustainable livelihoods, civil society engagement and green growth. Experts will contribute to studies, technical assistance, evaluations, monitoring, capacity development, stakeholder engagement and research.
Particip is establishing a pool of national and international non-key experts to provide flexible technical assistance throughout the implementation of the EU Cooperation Facility for Myanmar. We are seeking experienced professionals with expertise in one or more of the Facility's priority areas, including project cycle management, programme formulation, monitoring, evaluation and learning (MEL), third-party monitoring, and results-based management. We are particularly interested in experts with sectoral experience in peacebuilding, governance, human rights, conflict sensitivity, political economy analysis, civil society strengthening and localisation, education and human development, sustainable livelihoods, agriculture, climate and green growth, as well as gender equality, social inclusion and disability inclusion. The Facility will also require specialists with strong analytical and facilitation skills, including experience in research, surveys, socio-economic analysis, stakeholder engagement, consultation and workshop facilitation, capacity development, training and knowledge management. Particip GmbH is preparing a proposal for the upcoming EU-funded Cooperation Facility for Myanmar – Technical Assistance. The Facility will provide flexible, demand-driven technical assistance to support the European Union Delegation in Myanmar in the preparation, implementation, monitoring and evaluation of EU cooperation programmes. Activities are expected to include project formulation, studies, research, evaluations, stakeholder engagement, monitoring, events, technical assistance and expert mobilisation across the EU's cooperation priorities:

The Facility Manager / Team Leader is expected to:
- lead the overall operational and technical management of the Cooperation Facility;
- act as the main interface with the EU Delegation and coordinate closely with Particip’s project management and backstopping team;
- support the preparation of Terms of Reference for individual assignments and translate EU Delegation needs into clearly defined technical activities;
- coordinate the identification, mobilisation and supervision of national and international Non-Key Experts;
- ensure rapid and high-quality delivery of short-term technical assistance assignments;
- oversee preparation of technical and financial proposals for individual activities;
- monitor implementation, quality and timeliness of assignments and deliverables;
- support project formulation, implementation, monitoring, evaluation and third-party monitoring activities;
- contribute to studies, research, stakeholder consultations, workshops and other activities where appropriate;
- ensure systematic integration of conflict sensitivity, gender equality, human rights-based approaches and inclusion;
- maintain effective coordination with civil society organisations, INGOs, international organisations and other relevant stakeholders;
- ensure knowledge management, lessons learned and quality assurance across assignments;
- support regular technical reporting and monitoring of the Facility.
We are particularly interested in candidates with:
- a Master’s degree in international development, public administration, international relations, political science, development studies, economics, social sciences or another relevant discipline;
- preferably 10 years or more of professional experience in international cooperation;
- substantial experience managing complex technical assistance projects or facilities involving multiple short-term experts and stakeholders;
- experience managing multidisciplinary teams of international and national experts;
- strong knowledge of EU external cooperation, project cycle management and EU-funded technical assistance;
- practical experience with project identification, formulation, implementation, monitoring and evaluation;
- experience drafting Terms of Reference and overseeing short-term technical assignments;

The assignment relates to Business Management and Horizontal issues related functions which directly contribute to Specific Objective 1 “Provide support to the business owner (system owner) in line with the Commission PM2 standards for: a) Business management in terms of requirements, tests, and process management; b) Project management; c) Change management; d) Provision of ad hoc long term and short-term expertise”.
The Consortium of Particip GmbH / NTT DATA Belgique SRL / NTT DATA Spain SLU has been contracted to implement the project “Support for programme management and implementation of information systems for external relation DGs” Service Contract N°: EC-INTPA/2025/EA-RP/0133.
The non-key-expert’s assignment shall support the Strategy Team and contribute to the implementation of the following activities:
- Design, test, refine, and maintain prompts, prompt libraries, templates, and prompt chains for generative AI tools.
- Translate business or operational needs into prompt-based workflows, including defining use cases, expected outputs, guardrails, and human review points.
- Evaluate AI outputs for relevance, consistency, completeness, bias, hallucination risk, and usability, and adjust prompts accordingly.
- Collaborate with subject-matter experts, digital teams, and service providers to improve output quality and ensure contextual accuracy.
- Prepare user guidance, standard operating procedures, prompt documentation, and training materials.
- Support the rollout of AI-enabled solutions through testing, feedback collection, user support, and continuous improvement.
- Contribute to responsible AI governance by embedding safeguards related to privacy, confidentiality, transparency, safety, and human oversight.
- Monitor developments in generative AI, prompt engineering methods, and relevant EU digital and AI policy frameworks
- Maintain and update the AI website and communication channels, and support the publication and dissemination of news, updates, communication materials, and key information to relevant audiences.

Qualifications and skills
- Minimum qualification: EQF/ISCED level 7 (master level or equivalent diploma) field linked to the assignment OR EQF/ISCED level 6 (bachelor level or equivalent diploma) in the same field plus equivalent professional experience of minimum four years (880 FTE) in the same fields, in addition to the minimum general professional experience requirement mentioned below.
- Fluency in English for oral and written communication as well as comprehension (C1 level).
- Fluency in French will be considered an asset
- Minimum general experience: at least 4 years of (880 FTE) professional experience in a field linked to the assignment;
- Previous experience in international cooperation will be considered an asset;
- Proven experience in operations is an asset.
- Proven experience in prompt design, testing, and optimisation for large language models and generative AI systems.
- Experience in designing AI-assisted workflows for tasks such as drafting, summarisation, question-answering, document analysis, or knowledge retrieval.
- Understanding of responsible and human-centric AI principles, including transparency, safety, non-discrimination, privacy, and respect for fundamental rights.
- Familiarity with data governance, confidentiality requirements, and secure handling of sensitive information.
- Experience in evaluating AI performance through structured testing, benchmarking, and iterative refinement.
- Ability to work in institutional, public-sector, donor-funded, or regulated environments where traceability and accountability are important.
- Experience in capacity building, user training, or supporting organisational uptake of digital tools is highly desirable
