Evaluation of ICI cooperation in Asia
The evaluation aims to provide objective insights to enhance accountability, learning, and decision-making for 12 projects under the ICI Asia programme in Central Asia (Uzbekistan, Tajikistan, Kyrgyzstan), Vietnam, Nepal, and Indonesia. It will assess these projects using the OECD DAC criteria—focusing on effectiveness, impact, and sustainability—while conducting in-depth reviews of selected projects representing key Finnish institutions. The evaluation will identify lessons learned to improve future cooperation and contribute to a broader assessment of Finland’s development cooperation instrument. It will also explore the efficiency of MFA and ICI consultant support, examine the sustainability and impact of capacity-building efforts, and address policy considerations such as leveraging market opportunities for Finnish actors, accessing alternative funding sources, and fostering linkages with Finnish institutions like universities and CSOs. Combining summative and formative approaches, it will provide actionable recommendations to enhance current and future programme implementation.
