Consultancy services to support sustainable management of natural resources and economic development through local community engagement in Ukraine

The overall objective of this consultancy is to deliver analytical work, technical assistance, and capacity building that promote community-based sustainable management of natural resources (NRM) and support local economic development in Ukraine, in line with the goals of the EU4Environment Programme. The service is designed to assist the World Bank and Ukrainian national and local authorities in implementing Activity 4.2: “Promoting sustainable NRM, economic development, and participation at the local community level.”
Its specific objectives are the following:
  • To assess the current level of community engagement in NRM and identify gaps, needs, and opportunities for improved participation, particularly in forest ecosystem management;
  • To develop tailored knowledge products and recommendations that support inclusive NRM approaches and green economic opportunities at the local level;
  • To document and disseminate best practices and lessons learned to support replication in other communities and inform national policy processes.
The consultancy places particular emphasis on:
i) community-driven forest and land management;
ii) inclusive development strategies aligned with environmental and EU policy objectives;
iii) post-war reconstruction and capacity building of local governments.
It is intended to contribute to more resilient, sustainable, and economically viable local communities across Ukraine, in alignment with the European Green Deal, SDGs, and EU accession priorities.
