Support measures for Fiji.
The tasks to be undertaken in order to achieve the contract objective entail but not limited to:
- Support the overall coordination and implementation of the EU budget support operation and reporting to the EU Delegation of any issue that might arise, delay or undermine progress;
- Assist the Government of Fiji in reporting on the implementation of relevant strategies and plans;
- Assist the government of Fiji in addressing issues identified in the sectors or interventions supported by EU, in particular climate change, public finance management and energy;
- Support to the preparation of budget support disbursement requests by the Government of Fiji;
- Support the national authorities to provide the EU Delegation with any clarifications and additional supporting documents, which might be required to swiftly facilitate budget support disbursements;
- Support to the government of Fiji to ensure smooth implementation of EU development cooperation;
- Contribute to the formulation, implementation and closure of EU projects (on request);
- Follow-up of the implementation of recommendations made by monitoring or evaluation missions (on request)
- Contribute to the monitoring and evaluation of EU funded interventions, identification of bottlenecks and risk mitigation measures (on request);
- Create awareness and share knowledge related to the implementation of the project;
- Enhance the visibility of EU-Fiji partnership;
- Support to the organization of results-oriented monitoring missions, audits or evaluation (on request)
- Awareness raising on EU support to Fiji, EU strategies, EU financial instruments, EU funding opportunities;
- Create awareness and share knowledge related to the implementation of EU funded projects;
- Coordinate, attend and service meetings as required;
- Facilitate the organization of events, workshops, etc..
- Support stakeholder consultations;
- Support the policy dialogue between EU and Fiji;
- Contribute to the preparation of briefings;
- Contribute to the preparation of Annual High Level Political Dialogue with the EU
- Provide policy and advisory support;
- Eventual undertake of studies or assessments.
The expected results of this contract are as follows:
1-1:Improved coordination and communication between key stakeholders involved in the
implementation of the “Time to Act! Implementing the Climate Change Act” programme
1-2:Timely submission of well documented and structured budget support disbursement requests
by the Government of Fiji
1-3:Contribution to the smooth and successful implementation of EU funded programmes
2-1:Enhanced policy dialogue and support provided to address issues identified in the sectors
supported by EU, in particular climate change, public finance management and energy
2-2:EU public diplomacy activities facilitated
3-1:On-demand provision of support to the MFSPNDS or to the Climate Change Division of the
Office of the Prime Minister.
