The contract funds will be directed towards increasing the European Union profile as a trusted, effective and strategic partner in Laos. The communication campaign in Laos should highlight the concrete impacts of the EU’s programmes, focusing on human stories in areas like green and
inclusive economy, education, governance, and citizen engagement. Using modern, engaging, and accessible tools, it should avoid technical language and emphasize the EU’s partnerships, especially under the Team Europe approach. The contractor is expected to propose creative, strategic actions to ensure broad visibility and public engagement. Delivery of products/ services may need to be carried out against tight deadlines.
The Contractor shall facilitate the successful preparation and implementation of the strategic communication activities through the provision of:
- expertise to design and implement strategic communication in Lao PDR.
- studies and surveys (pre-campaign and ex-post surveys)
- productions, logistics, coordination and organisation of campaigns, translations and other related strategic communication activities.
Description de poste
The KE 2 will mainly be responsible for overseeing the overall creative vision, concept, strategy, and implementation of campaigns along with measuring results.
Conditions requises
Qualifications and skills
-Bachelor’s degree in journalism, multi-media development or similar; or alternatively, 4 years (880 FTE) of professional experience in any of these sectors or in the field of public relations, additional to the requirements set out in point 3 of the general professional
experience ;
- Proficiency in English oral and written (minimum CEFR Level C2) to be demonstrated by certificate or by past relevant experience.
General professional experience
- At least 5 years’ (1100 FTE) experience in marketing or advertising or public relations;
- At least 3 assignments demonstrating collaboration with a network of Lao creatives, influencers, content creators
Specific professional experience
- At least 3 years’ (660 FTE) experience in strategic campaign and progress monitoring;
- Proven skills based on at least 5 previous assignments in developing communication plan, creating contents and leading communication aspect of the events
The following will be considered an asset
- Previous professional experience with international organizations / diplomatic missions.
- Previous professional experience on the European Union’s communication plan.
